As an initial task, the project team evaluated the Request for Qualifications (RFQ) and Tender (RFT) previously prepared by the Governorate. A meeting was then held with the Governorate at which time recommendations were made to withdrawal the original documents and to prepare new requests with assistance from the project team. The Governorate accepted this major recommendation and the technical assistance team then began preparation of a new RFQ and RFT.
The focus of the project was on the nine major cities in the Governorate. The solid waste and public cleaning services to be provided includes the following:

Residential, Commercial, and Industrial Waste Collection and Disposal

Street Sweeping and Cleaning

Medical Waste Collection, Treatment, and Disposal

Composting/Recycling Facility Design, Construction, and Disposal
-
Landfill Design, Construction, and Disposal
-
Open Dump Closure
-
Bus Stop, Statue, Monument, Bridge, and Tunnel Cleaning
The Governorate my issue up to three separate contracts for the above services. The three potential contracts include medical waste collection, treatment, and disposal, industrial waste collection and disposal, and the remainder of the services. The work required to complete the RFT includes the following:

Obtain existing and background data.

Develop contractual documents.

Develop performance specifications.

Develop pre-qualification and tender evaluation criteria.

Estimate project costs and develop fee system.
-
Compile and distribute tender document.
-
Represent governorate at pre-bid meeting.
Technical assistance will also be provided to the Governorate’s evaluation committee. This assistance includes a workshop on how to use the evaluation criteria as well as assisting with clarifications during the actual evaluation. |
