 Description 

The Governorate of Alexandria, Egypt selected a contractor and began implementing the new solid waste system during the first phase of this project.  During Phase II, technical assistance focused on implementation of the new Solid Waste and Public Cleaning Project.  Solid waste and public cleaning services privatized includes the following:  

  • Residential, Commercial, and Industrial Waste Collection and Disposal

  • Street Sweeping and Cleaning

  • Beach Cleaning

  • Medical Waste Collection, Treatment, and Disposal

  • Composting/Recycling Facility Design, Construction, and Disposal

  • Landfill Design, Construction, and Disposal

  • Open Dump Closure

  • Bus Stop, Statue, Monument, Bridge, and Tunnel Cleaning  

Abt Associates, Inc., to provide solid waste technical assistance during Phase II of the project retained SCS Engineers.  In addition to technical assistance, SCS also provided the Chief of Party (Project Manager) services.

   
   



   
   
SCS Engineers Services 

The governorate intends to complete system implementation by the end of 2001.  The project team has been asked to provide varied technical support to the Governorate as described below.

Public Awareness/Communications Assistance

One of the primary tasks was to develop a Public Awareness/Communications Team to deliver the new system to the people of Alexandria .  The work consisted of establishing objectives and strategic programs, coordinating efforts between various agencies and organizations, and developing a program budget.  

Institutional Implementation Procedures

The institutional policies and procedures required to implement the Governorate’s Solid Waste and Public Cleaning Project were unclear and did not specify a specific enforcement agency.  The goal of the project team was to assist the Governorate in developing a unit that would be responsible for enforcing the contract as well as local ordinances pertaining to littering.  The work provided to complete this task included the following:  

  • Evaluate existing solid waste management law administration and enforcement procedures.

  • Recommend the establishment of legal policies and ordinances for monitoring.

  • Recommend a legal structure for fines and appeals.

  • Recommend a contract management and administration structure.

Technical Assistance During Preparation Phase

The preparation phase of the contract is a six-month period following contract signing.  SCS’ role was to provide coordination between the Governorate and the contractor on technical issues, evaluate progress, and provide technical assistance during the construction of transfer stations, composting facilities, and the sanitary landfill.
