Characterization of the current solid waste collection and disposal infrastructure in each city;

Development of a master plan for privatization, encompassing the collection, processing, and disposal of solid waste from residences, commercial establishments, institutions (e.g., hospitals and universities), public parks and beaches, and roadways (litter);

Assessment of the methods used for funding the solid waste management services, and development (in collaboration with government officials) of alternative methods (particularly user fees based on frequency of collection and/or volume of waste collected or disposed of);

Preparation of bid specifications;

Identification and briefing of prospective bidders;

Technical support to the public information and education program;

Development of a program to measure the effectiveness of the existing and post-privatization solid waste systems;

Development of the organizational structure for a new department in each City’s government to manage and monitor the contractors;

Preparation of an overall privatization implementation schedule;

Assistance in the recruitment of contract management staff;

Development and presentation of programs to train employees of the cities’ contract management agencies how to monitor contractor performance and enforce contracts terms in the event of shortcomings;

Identification of changes needed to local ordinances and enforcement programs to facilitate the efficient implementation of privatized solid waste services. (For example, use of standard-sized containers by apartment house owners may be mandated)
