The Title V operating permit for a landfill is the single most important air quality permit for landfills.  Title V permits are umbrella permits that combine all air quality requirements, permits, and compliance elements into one permit.  As such, the Title V permit cannot be taken lightly and must be approached in a careful manner.  It essentially increases the visibility and liability of the landfill in the eyes of the regulator and the public.

Our position in the SWANA and the Waste Industry Air Coalition (WIAC) allows us to be at the cutting edge of any changes in the way landfills are regulated.  It also allows us to be in a position to provide regulatory advocacy on behalf of our clients so that new regulations and interpretations are reasonably and fairly developed and implemented.

The following are representative SCS projects regarding NSPS, EG, and Title V LFG emission control regulations: 

  • NMOC Emission Modeling (Tier 1 and modified Tier 2) for Fresh Kills Landfill, Staten Island, New York.
     

  • Tier 3 LFG Pump Tests on Pelham Bay Landfill, Bronx, New York.
     

  • NMOC Emission Modeling (Tiers 1 and 2) for Southern Landfill in Delaware; Millersville Landfill in Anne Arundel County, Maryland; and Prince William County Landfill in Virginia.
     

  • VOC and NMOC Emission Models (Tier 1 and modified Tier 2) and Completion of PaDEP Forms G(A) and G(B) for numerous landfills in Pennsylvania.
     

  • Title V Permit Application and Emission Inventories for over 50 landfills in California.
     

  • Design Capacity and NMOC Emission Reports for hundreds of landfills throughout the U.S. for municipalities and major waste management companies.
     

  • Technical Support to the USEPA for Reducing Methane Emissions from landfills, nationwide and internationally.
     

  • SSM plans on over 100 landfills across the U.S.
