Solid Waste Planning Projects

SCS has developed solid waste management plans for numerous private, county, and other municipal clients throughout the country.  Typically, projects have included estimating composition and quantity of solid waste, facility needs, siting requirements, analysis of alternatives, and recommending short and long-term management strategies.  SCS understands how the elements of an integrated solid waste management system function and how they interact.  

Selected example projects are listed below.

 Alachua County, Florida.  Conducted a third-Party review of a landfill siting project.  The County had spent over $1 million in engineering and site investigations to site a new class I landfill.  A preliminary site was selected; however, substantial public opposition developed.  SCS was retained by the Board of County Commissioners to conduct an independent, third-party review of the landfill siting process.  SCS completed its study and presented its finding to the Board of County Commissioners during several public hearings.

DeSoto County, Hardee County, Seminole County, and Escambia County, Florida.  Conducted evaluations for privatization initiatives.    Each of the counties evaluated privatization proposals from private solid waste companies.  Proposals included closing County landfills and shipping to out of County landfills, taking over the County’s landfill system and importing waste from elsewhere, and privatizing existing county-operated facilities.  SCS was retained to assist in evaluating these proposals and conducting proforma cost analyses to support the selection of the most long-term cost-effective solution.

Stanislaus County, California. SCS was retained to assist the County in preparing a landfill master plan for a 600-acre landfill expansion at the Fink Road Landfill, which included stormwater master planning, development of sequential fill plans, and facility planning. 

Naval Facilities Engineering Command, Solid Waste Master Plans for Naval Facilities located in the Southern Division Naval Facilities Engineering Command.  Evaluated solid waste management systems at nine Naval facilities located Texas, Louisiana, Florida, Mississippi, Georgia, and Tennessee and developed updated solid waste management plans.  SCS worked closely with base personnel and end-users in developing these plans. 

Numerous Clients, Solid Waste Composition Studies.  SCS has conducted some of the largest solid waste composition studies in the United States, including the City of New York; Fairfax County, Virginia; Hillsborough County, Florida; and Washington, D.C.
