Charles E. “Ed” Hilton Joins the SCS Florida Office As Solid Waste Division Director

Tampa, FL – Ray Dever, Florida Office Director for SCS Engineers (SCS), is pleased to announce that Charles E. “Ed” Hilton has joined the company as the SCS-Florida Solid Waste Division Director.  His responsibilities will include providing leadership and management for both the SCS-Florida and SCS-Georgia solid waste staff.

Mr. Hilton has over 32-years experience in both the public and private sectors.  For 10 years he served as Director of Engineering and Facilities for New Hanover County, North Carolina, where he was responsible for the county’s capital improvement program.  Projects included new construction and renovation of three courthouse buildings; a mid-field air terminal complex with new infrastructure, taxiways, and ramp facilities; new construction and renovation of the County Museum; development and construction of the County’s sewer system; permitting and construction of the first lined municipal solid waste landfill in North Carolina; and construction of the first waste-to-energy mass-burn plant in North Carolina.  In addition, he was responsible for operation of the water and sewer system, building maintenance, landfill, waste-to-energy facility, and the building inspections department. 

In the private sector, Mr. Hilton has been involved in consultant engineering for commercial and residential developments, municipal utilities, and solid waste programs.  Solid waste projects in both the US and Europe have included management plans, facility siting studies, facility permitting including landfills and transfer stations, disposal unit closures, and disposal unit construction oversight. 

Mr. Hilton earned a Bachelor of Science in Engineering at the University of North Carolina, Charlotte with a major in Urban and Environmental Engineering (Civil Engineering).  He holds a Professional Engineer license in Florida, North Carolina and Maryland and is affiliated with the Solid Waste Association of North America, the American Society of Civil Engineers and American Public Works Association.
