FOR IMMEDIATE RELEASE November 3, 2004 Marc J. Rogoff, Ph. D. Tampa, FL - SCS Engineers is pleased to announce that Marc J. Rogoff, Ph.D. has recently joined the company as Project Director in the firm’s Tampa, Florida offices. In this capacity, Dr. Rogoff will provide leadership to the office’s solid waste practice area.
SCS Vice President and Florida Office Director, Ray Dever, noted, “Marc’s appointment enables us to continue our strong commitment in providing value-added services to our clients in Florida and throughout the Southeast U.S. Marc has clearly demonstrated in his prior role as a public agency manager and consultant his expertise in solving difficult technical and management issues related to solid waste and public works in general.”
Dr. Rogoff brings to the position more than 25 years experience as a public agency manager and consultant in solid waste management, environmental consulting, water resources, and management consulting projects across the U.S. He has managed more than 200 consulting assignments across the United States on literally all facets of solid waste management including, waste collection, waste composition studies, facility feasibility assessments, facility site selection, property acquisition, environmental permitting, operation plan development, ordinance development, solid waste plans, financial assessments, rate studies/audits, development of construction procurement documents, RFP preparation and bid evaluations, contract negotiation, and bond financings. His efforts in management consulting have achieved more than $100 million in cost saving strategies for public agencies
Dr. Rogoff holds a B.S. degree in Environmental Science from Cornell University, a M.S. degree in Soil Science/Water Resources from Cornell University, a M.B.A. from the University of Tampa, and a Ph.D. in Resource Development from Michigan State University. He is a Certified Environmental Professional (C.E.P.) of the Academy of Board Certified Environmental Professionals and a Qualified Environmental Professional (Q.E.P) from the Institute of Professional Practice.
Dr. Rogoff’s professional affiliations include the American Public Works Association, the American Water Works Association, and the Solid Waste Association of North America (SWANA) where he currently serves as a member of its Certification Board and Director of the Florida Sunshine Chapter. He was the 1991 recipient of SWANA International’s Professional Achievement Award and has won several national awards for client service.
