March 18, 2004 Contact: EPA PUBLISHES FINAL RULE ON RESEARCH, DEVELOPMENT, AND DEMONSTRATION PERMITS FOR MSW LANDFILLS Norfolk, VA — The U.S. Environmental Protection Agency has sent the final version of its Final Rule for Research, Development, and Demonstration (RD&D) Permits for Municipal Solid Waste (MSW) Landfills to the Federal Register for publication. These long-awaited final rules have been the subject of numerous presentations and technical papers by SCS Engineers and other professionals in the industry for more than two years. The final rule allows RD&D permits to provide a variance from existing requirements for run-on control systems, liquids restrictions, and final cover requirements for MSW landfills. Such permits would facilitate construction and operation of bioreactor landfills, a type of landfill that promotes rapid decomposition of wastes.
