PROFESSIONAL EXPERIENCE
Over 30-years of engineering experience, successful business development, and project management for clients with environmental needs ranging from investigation, remediation, and redevelopment of contaminated sites to landfill gas development and construction services at waste management facilities. Specific remediation projects have focused on investigation and remediation of former manufactured gas plants (MGPs). Business development successes have included electric, gas and pipeline utilities, transportation companies, waste management facilities, and general industry. Work has included managing project teams performing site investigations, site remediation, waste management and disposal, and environmental compliance. Contaminated media have included soils, sediments, and groundwater impacted with a variety of metals and hydrocarbons including volatile organics, coal tars, fuels, radioactivity, and PCBs, as well as a mixture of inorganic constituents including metals, cyanides, and sulfides. Contaminated sites have involved DNAPL and LNAPL and included design, construction, and operation of remediation and treatment systems. Worked on MGP sites in both the Federal CERCLA and RCRA programs as well as in the equivalent State programs in Missouri, Kansas, Iowa, Nebraska, Michigan, Illinois, Minnesota, Delaware, and Washington. Additional areas of expertise include PCB management under traditional and Mega-Rule programs, and site management strategies for RCRA hazardous wastes during Corrective Action and CERCLA cleanup actions. Representative projects are outlined below.
YRC Corporation, Overland Park, KS. Site Investigation Services. Investigated former truck terminals in Minnesota and Indiana for soil and groundwater contamination from past activities. Obtained No-Further-Action letter from Indiana Department of Environmental Management for site in Muncie. Defined nature and extent of fuel and solvent contamination at terminal site in New Brighton terminal, documented case for no- further-action, and performed structure remediation to assist client with sale of property.
Deffenbaugh Industries, Shawnee Mission, KS. Design of New Fueling and Vehicle Wash Systems. Selected by Deffenbaugh to provide design services and infrastructure improvements for fueling facility for truck fleet and vehicle wash for collection vehicles. Work is follow-on from previous assignment to prepare preliminary design and permitting documents for similar facility.
Lafarge North America Cement Plant, Sugar Creek, MO. Design and Construction of Landfill Gas Pipeline. Designed and constructed 1100 scfm landfill gas pipeline from WMI Rumble Landfill to injection point in cement plant preheater tower. Design included innovative vacuum draining condensate removal provision, stainless steel gas line to 136 ft level in preheater, and gas safety valve train. All construction was performed as design-build project including use of MSHA-certified contractors within plant structures.
Nicor Gas, Naperville, IL. Mercury Abatement Program Management. Managed large project team for major multi-city mercury abatement program in Chicago area. Directed staff of more than 40 engineers and scientists and worked with utility managers, officers, consultants, USEPA Region V and contractors to structure a cohesive project team. Developed and implemented a contractor dispatch system for site remediation, and provided detailed coordination of more than 12 subcontractors involved in site cleanup. Coordinated waste management efforts with client’s principal response contractors to assure that uniform and consistent management practices were in place.
ONEOK Hydrocarbon, LP, Tulsa, OK. Natural Gas Liquids (NGL) Refinery Compliance Support. Served as interim onsite compliance manager for Kansas NGL Fractionator and Butane Isomerization Plant. Prepared or approved all environmental compliance notifications to Kansas and Federal regulatory agencies pertaining to air, water, and waste. Prepared written follow-up notifications to regulators for permit deviations, spills, and releases. Performed audits of storm water management systems and reviewed results of leak detection and repair (LDAR) surveys. Characterized hazardous and special wastes and coordinated analytical testing and disposal. Prepared, submitted, and received special waste authorizations for liquid disposal into underground injection wells. Assessed potential for six NGL or natural gas facilities to generate flash emissions from allowing hydrocarbon under pressure to flash at reduced or atmospheric pressure. Investigated and reported on flash emission sources at six Kansas NGL facilities as part of Kansas Air Program Flash Emission Initiative.
Lumen Energy Corporation, Tulsa, OK. Compressor Station Site Investigation and Remediation. Developed soil and groundwater investigation plan and prepared summary report for compressor station site in Kansas Voluntary Cleanup and Property Redevelopment Program (VCPRP). Site is located adjacent to an abandoned natural gasoline extraction plant. Performed deed and lease search to identify and document ownership and responsibility for gasoline plant site and assisted client with obtaining access to perform additional sampling to identify if offsite sources of contamination are present.
Allied Waste, Courtney Ridge Landfill, Sugar Creek, MO. Landfill Gas System Design and Construction. Designed initial landfill gas collection system for completed landfill areas. Dismantled, moved, and reconstructed 2000 scfm enclosed flare from Kansas City landfill site to Courtney Ridge. Prepared system design, coordinated construction, and placed system into operation. Flare system was managed as design-build project. Owner contracted for gas wells and collection system.
Aquila, Inc. Kansas City, MO. Phase VI Ash Pond Cleanout and Ash Landfill Final Closure. Worked with environmental and engineering personnel at Sibley Power Plant to develop plans and specification for cleanout of a three-cell ash pond, two coal pile runoff ponds, and closure of an onsite ash mono-fill. Approximately 140,000 cu yds of fly ash was removed from the ash ponds and transported to the onsite ash landfill for final disposal. Developed construction documents from client’s original design drawings and prepared specifications for bidding of work to multiple contractors. Provided on-call engineering services and Construction Quality Assurance for placement of final cover over closed landfill.
Confidential Agribusiness Client. Multi-Site Multimedia Compliance Audits. Performed multimedia compliance audits at three fertilizer manufacturing facilities in Kansas and Nebraska as part of nationwide compliance audit for large agribusiness client. Evaluated records and permits for air, water, wastewater, ammonia, SPCC, SWPPP, and above ground storage tanks. Reviewed audit results with facility manager, corporate compliance officers and corporate legal, prepared follow-up audit summaries for each site.
Waste Management Inc. Tulsa, OK. Quarry Landfill Gas to Energy Project. Developed preliminary scope for possible reuse of idled WMI Bolton Road Landfill (Atlanta) gas compression system at Quarry Landfill project. WMI would like to send a small stream of landfill gas to adjacent industry for gas to energy project and use the balance of future landfill gas to power lean burn engines for power generation. Reviewed possible pipeline routes from landfill to industry to determine potential compression requirements, obtained design information for idled Bolton Road equipment, and arranged for technicians to inspect equipment for suitability of reuse.
Basin Water, Rancho Cucamonga, CA. Construction Services for Two Arsenic Removal Plants. Served two months as Contractor’s resident engineer for the completion of two arsenic removal plants for Coachella Valley Water District in Riverside County, CA (Palm Springs) area. Final completion of the two plants had been protracted due to subcontractor and vendor inattention, and liquidated damages were accumulating. Acted as onsite construction manager to resolve outstanding issues, coordinate completion of unfinished items, and manage completion of outstanding punch list items to get the facilities ready for final acceptance testing.
ONEOK Pipeline, Tulsa, OK. Radioactive Waste Characterization. Developed approach for sampling pipeline and refinery media containing technologically enhanced natural occurring radiation (TENORM). Identified rad-licensed laboratories to provide the gross alpha/beta and gamma spectroscopic analysis to identify the isotopes and radiation levels in the waste. Identified waste management vendors to transport and dispose of mixed wastes.
AWI Southeast Landfill and Honeywell, Kansas City, MO. Speculative Landfill Gas to Energy Project. Developed a project scope and preliminary design, including pipe routing for a landfill gas to energy project utilizing landfill gas from AWI’s Southeast Landfill. Gas would be transported to Honeywell F&P at the Kansas City Plant for use as supplemental fuel. Entire pipe route could be contained on landfill, Honeywell, and Union Pacific Railroad right-of-way
DCI Environmental, Inc. Cedar Rapids, IA. Compliance Engineering Services. Provided consulting services to operator of fixed-base thermal desorption system in Cedar Rapids, IA, used to treat contaminated soils from MGP sites. Facility required state permits to accept certain classes of contaminated soils. Negotiated with Iowa DNR on behalf of client to develop regional plan for solid waste management facility and prepared state disposal permits for contaminated soils. Assisted DCI with analysis and identification of landfill gas fuel problems. Performed annual engineering inspections, prepared permit renewal package, and certified final site closure.
Alliant Energy, Cedar Rapids, IA. MGP Remediation Program Management. Managed planning, budgeting, and technical performance of 10-year, $25 million environmental program for MGP site investigation and remediation for Alliant Energy.
Project work involved all phases of site investigation and remediation at 26 sites including human health risk assessments, ecological risk assessments, sediment studies, treatability studies, innovative treatment system design, source material removal, soil excavation, groundwater treatment, in situ bioremediation, and soil combustion in utility boilers. Sites were under Iowa DNR, Minnesota MPCA, and US EPA Region VII Superfund (NPL) programs. Program successfully completed remediation at 10 MGP sites, and developed and applied cost-saving remediation techniques including in situ statistical waste characterization, cement kiln disposal as a raw material substitute, and disposal in coal-fired cyclone utility boilers.
Aquila Inc, Kansas City, MO. SPCC Plans. Developed evaluation and inspection protocols for 140+ electrical substations, 11 service centers, and 5 power plants. Coordinated inspections of over 100 substations for data validation, and evaluated spill potential with EPRI MOSES model. Prepared master SPCC documents with utility environmental department, and certified plans for regulatory compliance.
Black & Veatch, Kansas City, MO. National Practice Leader, Utility Environmental Services. Developed and led the environmental remediation activities for Black & Veatch in the electric and gas utility market sector. Specific areas of expertise include RCRA and CERCLA services, PCB and UST programs, MGP risk-based site remediation, and insurance and rate-based utility cost recovery programs. Developed environmental work with 18 new utility clients. Completed more than $48 million in remediation services.
Burns & McDonnell, Chicago, IL. MGP Site Remediation. Developed project team by key recruitment of new personnel to assist two major Chicago-area gas utilities with investigation and remediation of MGP sites. Team performed remediation of two large MGP sites in Chicago area as well as performed site investigations at other MGP sites in Illinois.
PAPERS and PRESENTATIONS
Prepared or presented papers at numerous national conferences and symposia including ASTM, IGT, and EPRI. Delivered keynote addresses at London Contaminated Land conferences in 1996 and 1998, and papers at MGP symposium in Prague in 1995. Recent papers or presentations include coping with residential mercury issues and management strategies for remediation waste under RCRA.
