  PROFESSIONAL EXPERIENCE

Mr. Liserio provides over 20 years of professional experience in the areas of industrial hygiene, and process and workplace health and safety.  He has a thorough knowledge of federal occupational safety and health and environmental regulations such as OSHA (including Process Safety Management), RCRA, CERCLA, and CAA.  He is experienced in developing and applying behavior-based health and safety programs

Mr. Liserio is experienced in the use and calibration of a wide variety of industrial hygiene and air monitoring equipment, such as portable gas chromatograph, X‑ray fluorescence, and devices to monitor particulates, volatile organics, noise, and photo ionization measurement.  He has received specialized training from the OSHA Training Institute in the areas of respiratory protection, industrial hygiene sampling techniques, safety hazard recognition, and noise evaluation and abatement.

Notable duties and assignments since joining SCS Engineers include:

  • Direct companywide health and safety program. Review and update program to ensure compliance with policies and regulations. Develop, implement, and administer behavior-based health and safety awareness program. Prepare health and safety plan templates and standard operating procedures. Provide health and safety training to staff and others.  Responsible for maintaining health and safety records and reporting.

  • Perform office and field work-site hazard audits to ensure compliance with OSHA and related regulations.

  • Provide health, safety, and industrial hygiene services for the BKK Landfill project in California.  Duties include auditing of health and safety site plan and practices, recordkeeping, periodic health and safety training, monitoring of air quality, noise, etc. to ensure these are within safety limits.

  • Provide industrial hygiene and health and safety consultation on other projects. Project types include landfill and landfill gas sites, environmental remediation projects, gas processing facilities, pipelines, and terminals, hazardous waste audits and assessments at industrial and residential sites, and other industrial process facilities.

Prior to joining SCS Engineers, Mr. Liserio was employed by the Occupational Health and Safety Administration (OSHA), two oil companies, and two environmental consulting firms. His assignments there included:

  • Managed process safety management programs for 14 petroleum processing and terminal facilities throughout the U.S.  Developed standards for process safety information, mechanical integrity, compliance audits, hot work, emergency response, incident investigations, process hazard analysis, operating and maintenance procedures, employee training, management of change, and pre-startup safety review. Managed and developed EPA Risk Management Plans for each facility.

  • Managed and coordinated all industrial hygiene and process and workplace safety activities at petrochemical refineries, gas processing facilities, pipelines, and terminals, and retail stores. Coordinated air monitoring activities and developed exposure assessment strategy, statistical analysis, and QA/QC of monitoring data. Programs included asbestos protection, radiation management, hearing conservation, chemical hygiene, bloodborne pathogens, respiratory protection, benzene, medical surveillance, confined space, and office ergonomics.

  • Conducted site audits at hazardous waste sites to ensure compliance with OSHA regulations and approved site safety and health plans. Conducted employee training and ensured compliance with health and safety regulations.

  • Provided clients with employee training and OSHA compliance consultation.

  • Developed specifications for air pollution control equipment, Best Available Control Technology (BACT) for various industrial facilities, air toxic studies, and health risk assessments.

  • Prepared air permits (NSPS and PSD) for various industrial facilities and processes, including multiple effect evaporator units, thermal oxidation units, small scale incinerators, and rotary kilns.

  • Conducted site assessments and developed remediation technology for abandoned hazardous waste sites, including waste oil refineries, lead smelters, pesticide manufacturers/formulators, radioactive (Cesium 137) contaminated sites, residential areas contaminated with lead and PCB, and dioxin contaminated paper pulp facilities.

  • Provided industrial hygiene services for U.S. EPA and its remediation contractors including development of site safety and health plans, noise hazard evaluation, personnel and community air monitoring, and selection of PPE and proper work practices.

  • Conducted numerous air toxic studies and risk assessments for various hazardous waste sites.
