PROFESSIONAL EXPERIENCE
Mr. Scherbert is a registered professional engineer with
20+ years of solid waste and environmental engineering experience with both
Private and Public Sector clients. He is thoroughly familiar with landfill
design, permitting, audits, construction quality assurance, and project/client
management. He has been the engineer of record on projects ranging from Phase I
investigations to greenfield landfill permitting and design, and served as Key
Account Manager for Waste Management, Inc.
Mr. Scherbert has successfully managed projects over $1,000,000 and is adept at
assembling project teams from various locations and representing key engineering
and construction functions. He has developed project management manuals and has
conducted internal project management training.
In the past 10 years, Mr. Scherbert held several operations management positions
including Environmental Engineering Department Manager, Region Engineering Vice
President, and District Manager. In these positions, he was responsible for
development, growth, and management of business line activities including
strategic planning, revenue growth, P&L performance, proposal preparation,
hiring, and client development. As Region Vice President, Mr. Scherbert was
responsible for 65 staff located in ten offices, generating $8M in revenue at
40% margins.
Mr. Scherbert's international experience includes serving as Principal
Environmental Engineer for Rust PPK in Australia, client manager for Pacific
Waste Management, and construction manager for Waste Management International’s
SENT landfill in Hong Kong. He has also managed projects in Puerto Rico and the
Ukraine.

Development Agency (USTDA), Yalta, Ukraine, Yalta MSW Management Feasibility
Study.
Project Manager for
a feasibility study to evaluate current solid waste
collection/disposal system for the City of Yalta, Ukraine and determine most
economic and environmentally acceptable options for future development.
Waste
Management of Puerto Rico, Puerto Rico, Various Solid Waste Projects.
Mr. Scherbert served
as Project Manager on various solid waste projects at
several of Waste Management's landfills in Puerto Rico. Projects included
landfill design and permitting, gas system design, landfill expansion, and cell
construction quality assurance.
Waste
Management, Ohio, Pennsylvania, Kentucky, Waste Management Environmental
Compliance Site Audits.
Mr. Scherbert served as
Project Manager for environmental compliance audits at over
20 landfill facilities for Waste Management. Audits consisted of reviewing
applicable state regulations and operating permits, and preparing checklists for
each of the facilities. Audit teams of 2-3 people were sent to each facility for
up to a week to review pertinent documents, summarize findings, and compile
final reports. Identified areas/items of non-compliance that could put client
at risk for notice-of-violations, fines, or permit approvals.
Solid
Waste Authority of Puerto Rico, Puerto Rico, Puerto Rico Solid Waste
Characterization Study.
Mr. Scherbert served as
Project Manager for various waste characterization studies
at 27 landfills in Puerto Rico. Purpose was to provide comprehensive analysis
and report on waste types, volumes, and place of origin. Provided the Solid
Waste Authority of Puerto Rico with the first comprehensive and scientific
analysis of waste streams at all active landfills on the island. Report would
serve as basis for determining landfill closures, expansions, and changes in
operating methodologies.
Hall
County, GA, Allen Creek Landfill - Assessment of Corrective Measures.
Mr. Scherbert served as
Project Manager for groundwater monitoring and analysis to
determine effectiveness of corrective measures implemented at a closed landfill.
Waste Management of Florida,
Medley, Florida, Medley Landfill Expansion Permitting.
Mr. Scherbert served as
Project Engineer for the preparation of engineering design
and drawings to support permit modification application for 5,000,000 cubic yard
expansion of Medley Landfill. Design included overlay of existing fill area,
lining of existing stormwater retention area, and increased final cover
elevations.
City
of Bristol, VA, Bristol Quarry Landfill - Design and Construction.
Served as project manager/engineer on various projects for the City of
Bristol's Quarry Landfill. Projects included: preparation of contract drawings
and specifications for sidewall liner construction; preparation of contract
drawings and specifications for Phase II construction which included wire mesh
installation on quarry sidewall, base and sidewall liner systems, and
leachate/groundwater extraction system via 200-ft tunnel and 350-ft vertical
shaft; prepared contract drawings and specifications for landfill gas extraction
system, including 15 extraction wells, 3,000 feet of header pipe, and
blower/flare station. Contract awarded through process of competitive
negotiation. Served as CQA Officer during construction phase.
City of Bristol, VA, Bristol
Landfill No. 221 Gas System.
Mr. Scherbert served as Project Manager/Engineer for the
preparation of contract drawings and specifications for landfill gas extraction
system for City of Bristol's closed landfill No. 221. System included 15 gas
extraction wells, 3,000 feet of header pipe, and a blower/flare station. System
was designed with option to burn gas in adjacent woodwaste incinerator.
Various WM landfills in U.S. and Canada, Solid Waste Facility Audits, Arthur
Andersen.
Mr. Scherbert served as
Project Engineer who conducted audits of various Waste
Management landfills in U.S. and Canada. Audits consisted of desktop reviews and
site visits, and evaluated accrual and amortization rates, construction costs,
closure and post-closure costs, and expansion potential.
Department of Environment, Brisbane, Australia, Department of Environment
Landfill Guidelines.
Mr. Scherbert served as
Project Manager/Engineer responsible for preparation of
guidelines for the Department of Environment as part of their program to monitor
and manage new and existing landfills in Queensland, Australia. Guidelines
included "Design of a Landfill Site to Accommodate a Final End Use", and
"Development of a Closure Plan and Post-Closure Management for Landfill
Facilities".
Project Manager, Brisbane Landfill Gas System Construction, Pacific Waste
Management, Brisbane, Australia, 02/1998 - 06/1998. Project
manager for Phase I gas collection system. Project included installation of 10
extraction wells, 5,000 feet of lateral and header pipe, and blower/flare
station. System was installed to minimize offsite migration and provide fuel
source for adjacent brickworks operation.
Pacific Waste Management, Queensland, Australia, Noosa Waste Management Tender.
Mr. Scherbert served as
Project Manager/Engineer responsible for assisting Pacific
Waste Management with preparation of tender submittal for Noosa Shire for the
collection of commercial and industrial waste; construction and refurbishment of
a transfer station; operation of transfer stations; and operation of the
landfill.

Freeport Indonesia (Freeport McMoRan Mining), Papua, New Guinea (Indonesia),
Milepost 38 Landfill Evaluation.
Mr. Scherbert served as
Project Engineer responsible for evaluating operations and
management of municipal waste landfill operated by Freeport Mining Company.
Landfill supported nearly 20,000 people dedicated to working the largest gold
and copper mine in the world. Prepared recommendations for leachate and
stormwater management, filling sequence, odor control, and daily cover usage.
Developed options for leachate treatment.
Pacific Waste Management, Cairns, Australia, Queensland Regional Waste
Management Strategy.
Mr. Scherbert served as
Project Manager/Engineer responsible for assisting Pacific
Waste Management with comprehensive Expression of Interest for managing solid
waste stream of Cairns and surrounding communities. The submittal addressed
various waste management technologies including waste-to-energy, composting,
recycling, materials recovery, and landfilling. Options were evaluated based on
market reliance, financial considerations, available waste streams, emissions,
end products, risk management, current operations, and community support.
Laidley Shire Council, Laidley, Australia, Laidley Landfill
Hydrogeologic/Geotechnical Investigation. Project manager for
hydrogeologic/geotechnical investigation for existing landfill to determine
subsurface conditions and groundwater quality. Prepared site-based management
plan and new landfill cell design that included surface water management, liner
system, and leachate collection system.
Pacific Waste Management, Brisbane, Australia, Brisbane Landfill Cell
Construction. Project superintendent for clay capping
construction for portions of Cells 1A, 1B, and 2A; retaining wall and embankment
reconstruction; berm installation; and perimeter drains for surface water
management. Also oversaw preparation of contract documents and drawings, tender
evaluation, and contractor selection.
Project superintendent for excavation of 12-acre Cell 4 and North Creek
Diversion construction. Approximately 1,000,000 cubic yards of soil was
excavated. Prepared contract documents and drawings, evaluated tender
submittals, and assisted with contractor selection.
Pacific Waste Management, Brisbane, Australia, Brisbane Landfill Noise
Management Evaluation. Project manager for noise management
evaluation to determine noise levels at various stages of landfill construction
and operation. Identified various noise reduction options including equipment
modifications and noise barrier construction.

Management of New Zealand, Auckland, New Zealand, Ascot Road Landfill Design.
Project manager for tender preparation that included design of
90-acre sludge landfill constructed in former oxidation pond. Landfill would
hold 2,000,000 cubic yards of dewatered pond sludge, marine sediments, and WWTP-generated
sludge. Design elements included seawall and foreshore construction and
stabilization; base liner and embankment sealing system; leachate collection and
gas management systems; surface water management; and consolidation
characteristics. The consortium preparing the tender documents included Rust PPK,
Waste Management of New Zealand, Transfield, Anglian Water International, Tonkin
& Taylor, McConnell Dowell, and OHM Remediation.
Waste
Management of Arizona, Dewey, AZ, Gray Wolf Landfill Compaction Study.
Project manager for landfill compaction study using rotary hammermill
compactor. Compared waste densities obtained from using CAT 826 compactor with
Tiger Rotary Crusher. Evaluated filling operations to determine most effective
compaction methods.
Waste
Management of Arizona, Mobile, AZ, Butterfield Station Landfill Cell Design and
CQA. Project manager and engineer for design and construction
quality assurance (CQA) services for Cells 3 through 8 (approximately 60 acres).
Project included 3-ft thick recompacted clay liner, geosynthetic clay liner,
60-mil HDPE geomembrane, leachate collection system, surface water management
plan, and airspace calculations. Prepared contract drawings for landfill liner
and leachate collection systems. Work included contractor selection and price
negotiations.
City
of Glendale, AZ, Glendale, AZ, Glendale Landfill Gas Extraction System.
Project manager for design and preparation of construction documents for
active gas management system. Design included 30 extraction wells, 11,000 feet
of header and lateral piping, condensate extraction system, and blower/flare
station.
Waste
Management of New Mexico, Hobbs, NM, Hobbs Landfill Closure/Post-Closure Plan.
Project manager for the preparation of closure/post-closure plan.
Plan included final cover grading, sedimentation basin design, airspace
calculations, and estimated closure costs.
Waste
Management of Arizona, Phoenix, AZ, 27th Avenue Landfill Soil Investigation.
Project manager for soil stockpile investigation to determine
suitability of use as final cover material during landfill closure. Second phase
of project included test pad construction to identify field techniques and
equipment needed to achieve desired compaction and permeability specifications.
City of Glendale, AZ,
Glendale Landfill Expansion. Project manager and engineer during
design and permitting phase of landfill expansion. Design included 120-acre area
constructed with geomembrane and geosynthetic clay liner system.
Waste
Management of Arizona, Dewey, AZ, Gray Wolf Landfill Design and Permitting.
Project manager and engineer for design and permitting of the Gray
Wolf Facility. This landfill was the first double geosynthetic-lined facility
permitted in the State of Arizona. Facility included a scale, office,
maintenance facility, evaporation pond, sedimentation basin, equipment wash, and
water storage tank. Environmental assessment activities included coordination of
archaeological investigations, wetlands delineation, USACE 404 permitting, and
native species evaluation.
Waste
Management of California, Morgan Hills, CA, Kirby Canyon Landfill Wastewater
Holding Pond Construction. Project manager during construction of
treated wastewater holding pond. The composite liner system consisted of
recompacted clay overlain with a 60-mil HDPE geomembrane.
Maricopa County, AZ, Southwest Regional Landfill Permitting.
Quality control engineer during the design and permitting phase of this 800-acre
landfill.
Chemgold, Inc., Imperial County, CA, Chemgold Mine Leach Pad Construction.
Project manager for installation/CQA of geosynthetic lining system
for 40-acre heap leach pad for gold mine near Yuma, AZ.
Waste
Management of Wisconsin, Delavan, WI, Mallard Ridge Recycling and Disposal
Facility Permitting. Project manager for development of
feasibility report and permitting application for 80-acre landfill expansion.
Waste Management of
Wisconsin, Franklin, WI, Metro Landfill Gas System Construction.
Project manager for expansion of existing gas system. Expansion consisted of
installation of 18 new extraction wells and 3,900 feet of header pipe. Project
also included abandonment of 9 existing wells and replacement of 10 wellhead
assemblies.

Management of Wisconsin, Germantown, WI, Omega Hills Landfill End Use Plan.
Mr. Scherbert served as
Project Engineer responsible for preparing final end use
plan for landfill to meet state and local requirements.

Construction. Project manager for installation of 3,900 feet of
gas collection header to connect 15 wells to the landfill gas recovery system.
The project was designed to improve gas collection for the turbine/generator
system.

Management of Wisconsin, Kenosha County, WI, Pheasant Run Landfill Gas System
Construction. Project manager for installation of 9 extraction
wells, abandonment of 9 existing wells, replacement of 10 wellhead assemblies,
and installation of 1,100 of header pipe. The improvements to the system
provided additional sources of gas to the turbine/generator system.
Chemical Waste Management,
Model City, NY, Model City Facility Cover Design. Lead project
engineer for design of geosynthetic and clay cover for hazardous waste landfill.
Chemical Waste Management,
Kettleman City, CA, Kettleman Hills Cell Design. Lead project
engineer for design of Phases II and III of this hazardous waste facility, which
included a double synthetic liner system and leachate extraction facilities.
Waste Management, Florida,
Ohio, Georgia, Alabama, TruGreen Facility Audits. Mr.
Scherbert served as Project Engineer responsible for
conducting environmental due diligence audits at numerous lawncare facilities
prior to acquisition by Waste Management.
Black
Hawk County, IA, Black Hawk County Landfill Cover Design. Lead
project engineer for final cover design and closure plan for hazardous waste
landfill.
USEPA,
New Lyme, OH, New Lyme Landfill Cover Design. Lead project
engineer for design of RCRA composite cover system for an EPA Superfund site.
Chemical Waste Management, Ft. Wayne, IN, Adams Center Landfill CQA.
Mr. Scherbert served as Field
Engineer and Inspector responsible for providing clay liner
inspection, including grade documentation and compaction testing for Phase II-B
at this hazardous waste landfill.
