  PROFESSIONAL EXPERIENCE

Mr. Cooke has over 31 years of professional and project management experience in engineering with a concentration in environmental and energy engineering. He is the Division Manager of SCS BT Squared's Environmental Management and Energy Group. His primary areas of technical expertise include energy management, regulatory compliance and environmental assessments/audits; energy engineering; process/design engineering; retro-commissioning, site investigation and remediation; water and waste water treatment; aboveground and underground storage tanks; and spill prevention, control, and countermeasures (SPCC) plans. Mr. Cooke has managed over 900 projects in 31 states with many industrial, manufacturing, government agency, and corporate clients. Sam’s background as a long-time business owner adds to his perspective of emphasis on client profitability and proactive project completion.

Energy and Sustainable Engineering Services

Performed sustainability diagnostic evaluations of over 80 manufacturing facilities to determine their energy and environmental sustainability baseline. Evaluation included energy, water, toxic materials, lean manufacturing, transportation, wastes, and other triple bottom line sustainability aspects. Also performed over 100 follow-up energy and environmental savings evaluations, audits, and assessments, as detailed below.

Completed over 100 different energy assessments and energy engineering design projects including evaluation of boilers, chillers, HVAC equipment, air compressors, lighting, building envelope, wastewater treatment, water use and process equipment (ovens, washers, paint spray booths, conveyors, fabrication, furnaces, air pollution control equipment, molding machines, etc.). The project focus was primarily on maximizing energy savings and reducing energy cost while increasing productivity, human comfort, indoor air quality and energy efficiency. Manufacturing facilities included ferrous and non-ferrous foundries, food manufacturers (including various baking, cheese, pizza, fermented beverages, coffee, seasoning and sausage companies), metal fabricators, wood-based manufacturers, plastic molders/extruders, fiberglass molders, chemical packagers, electric coil manufacturers, metal stampers, metal die casters, metal extruders, industrial printers, industrial laundries, HVAC equipment manufacturers, metal finishers, etc.

Managed energy/environmental projects involving Lean and Clean industrial assessments, greenhouse gas emission inventories, beneficial reuse of industrial waste, and waste heat recovery projects for multiple mid-size and large manufacturing facilities. Work included analysis of plant data, development of recommendations, and prioritizing projects for maximum return on investment.

Conducted inventory of energy usage and greenhouse gas (GHG) emissions for all commercial, industrial, agricultural, and residential users for a mid-sized mid-western city. Prepared GHG inventory documentation report and completed recommendations for these energy efficiency and sustainability action areas: land use, transportation, renewable energy, buildings, purchasing, electrical efficiency, fleet fuel efficiency, water/wastewater, recycling/reuse, urban forests, and community education. Prepared detailed report and delivered multiple presentations for City leaders, staff, and the community.

Environmental Audits / Assessments (Phase 1 and Phase 2)

Completed numerous Phase 1 Environmental Assessments for industrial, commercial, and residential sites.  These projects involve evaluation of site water supply, wastewater discharge, stormwater control, non-hazardous waste, hazardous waste and materials, air emissions, polychlorinated biphenyls (PCBs), underground storage tanks (USTs), asbestos, surface water spills, hazards ranking list, SARA Title III, waste oil, aerial photos, associated permits, and agency review.

Managed numerous Phase 2 Environmental Assessments involving asbestos inspection, lead-base paint inspection, tank integrity testing, monitoring well permitting, monitoring well and piezometer installation, and subsequent water table surveying.  Sampling of soils was accomplished by hand-auger or split-spoon soil sampling at most of the sites.

Conducted environmental audits, as part of a multi-functional audit team, at industrial facilities throughout the United States.  Met with facility staff, reviewed records/files, inspected facilities, performed regulatory compliance investigation work, prepared reports, and provided recommendations for compliance issues.

Process/Design Engineering

Prepared detailed design plans and specifications for soil and groundwater remediation systems and underground storage tank (UST)/above ground storage tank (AST) system installations. Plans generally included process flow diagram, piping and instrumentation diagram, equipment layout diagram, site layout, and other mechanical and electrical detail sheets. Specifications were prepared in CSI format.

Completed design plans and specifications for 39 UST replacement sites for Air National Guard.

Performed numerous bid reviews of vendor quotations for remediation system equipment and subsurface investigation services.

Directed feasibility reviews for remedial options for multiple projects and implemented the chosen technology. Options include bioremediation, soil vacuum extraction, groundwater pump and treat with air stripping (both with and without granular activated carbon), free product recovery with oil/water separation, fluidized bed bioremediation, and soil incineration (both stationary and mobile units).

Subsurface Investigations, Remediation, and Tanks

Served as project director/manager and lead engineer for hundreds of AST spills and leaking underground storage tank (LUST) subsurface investigations. These investigations involved preparation of workplans, soil gas surveys, soil and groundwater sampling, interpretation of analytical results, and preparation/submittal of reports for agency review.

Project director/manager and lead engineer for hundreds of soil remediation projects. Work included workplan preparation, permitting, and excavation oversight.

Oversaw and implemented numerous soil and groundwater remediation system design and construction projects. Work included preparation of remedial action plans, detailed design of system components, cost estimates/bidding, contract/ construction management, system start-up, and operation/maintenance.

Performed over 100 UST and AST site assessments and removal/cleanings. Prepared designs for new UST and AST installations and upgrades at major airport and automobile service/fueling facilities.

Started an emergency spill response company that responded 24/7/365 to numerous petroleum and other hazardous material spills for WDNR, insurance companies and individual companies.

Emergency Spill Response

Coordinated project direction and cleanup of hundreds of spill responses involving petroleum products and corrosives. Spill situations include fuel semi-trailer roll-overs, interstate and state highway accidents, vehicle property damage incidents, navigable waterway impacts, AST/UST overfills, and intra-building product releases. Performed hazard risk reduction, mitigation, cleanup of spilled substances, reporting to the state agency, and proactive client communications.

Worked with local agencies, state environmental spill coordinators, EPA Region V, and clients to reach effective, equitable solutions as the emergency spill coordinator on major navigable waterway petroleum release incidents.

Responded to numerous emergency spills, conducting the cleanup, containerization, and disposal coordination for petroleum and corrosive spills.

Water and Wastewater Treatment

Acted as consultant on the use, operation, and inspection of the following wastewater treatment equipment:  clarifiers; settling basins; sludge ponds; scalping tanks; sludge filtration; oil/water separators; deep well injection of wastewater; biological degradation (bug plants); dissolved air flotation of solids; induced air flotation of solids; induced draft cooling towers, pumps, screens, etc.; and chemical injectors.

Consulted on the use, operation, and inspection of the following influent water treatment equipment:  hot process softeners (lime and soda ash), anthracite filters, sodium zeolite softeners, deaerators, demineralizers, dealkylizers, clarifiers, and chemical injectors (computerized, auto, and manual).

Served as consulting engineer for the feasibility and conceptual design of influent water treatment (demineralizer system) and wastewater discharge for major utility project.

Provided expert testimony regarding water and wastewater treatment at Public Service Commission (PSC) public hearings.

Gained city commission approval and carried out the discharging of special wastewater to publicly-owned treatment works (POTWs).

Air Emissions Control and Permitting

Coordinated conceptual design drawings and engineering bid specifications for landfill gas extraction system combustor (thermal destruction of benzene and vinyl chloride).

Completed a fugitive dust emission control study and conceptual emission control design at a major taconite ore transfer and storage facility.

Prepared an air pollution equipment Malfunction Prevention and Abatement Plan for painting and dust collection operations.

Served as consulting engineer for developing Wisconsin Air Permit information.

Hazardous Waste Management/Waste Minimization

Acted as technical advisor for hazardous waste minimization project involving chlorinated and non-chlorinated organic solvents for a confidential defense contractor client.

Oversaw hazardous waste disposal (solvents, gasoline mixtures, and caustics) project. Project involved sampling, waste characterization, manifesting, and proper disposal of flammable and corrosive wastes.

Managed project including unknown petroleum liquid UST sampling, waste characterization, and review of disposal options.

Spill Prevention, Control, and Countermeasures (SPCC) Plan Preparation

Prepared multiple SPCC plans in numerous states at multiple facilities as Professional Engineer of record.  Work included site inspection, analysis of facility information, training of facility staff, preparation of the SPCC plan document and re-certification of plans, per 40 CFR 112.

Managed project for specialty adhesives plant for plan preparation of petroleum products compliance with 40 CFR 112 SPCC.

Served as technical advisor for paperboard manufacturer SPCC plan finalization. Included procedures for State mandated Pollution Incident Prevention Plan (PIPP).
