  PROFESSIONAL EXPERIENCE

As Solid Waste Director for the Florida offices, Mr. Hilton is responsible for directing the firm’s solid waste practice throughout Florida and the southeast. In over 30 years of professional experience, he has been responsible for a wide variety of landfill and landfill closure projects, solid waste planning and management, waste and wastewater facilities, and environmental studies. Examples of his project experience include:

Landfill Engineering

  • Buncombe County, NC Projects:

    • Project Manager for the permitting of the closure of the Area D disposal unit. The capping system included a geosynthetic clay liner in conjunction with local clay material. Upon issuance of the permit the closure construction was conducted including the certification of the construction process.

    • Conducted an internal siting study to determine the location of the County’s secure landfill. Developed a siting permit and worked to design and construct the first double-lined landfill in North Carolina with leachate collection and treatment. Also, developed an internal comprehensive approach to solid waste management, including landfill incineration and recycling.

    • Project Manager for the development of an end-use plan for the closed County landfill. A concept golf course layout, preliminary plans, and feasibility study were prepared. A second land use concept was the development of a greenhouse project utilizing landfill gas for temperature control in the facility. A grading permit was obtained for this project, however, the funding was not provided.

    • Ground/Surface Water Monitoring: Project Manager on a multi-year surface and groundwater-monitoring program at the County’s old and new landfill facilities. Sampling and testing of the groundwater and surface water is conducted twice yearly. Additional testing is required for potable wells around the new landfill site as the county develops a data base of water quality in the area. The result of the testing is reported to the NCDENR and to the County.

    • Project Manager for the development of the Transition Plan as the County planned to close the old landfill site and move into the new landfill. The plan included the permitting of the final disposal area at the old landfill known as Area D.

    • Landfill Siting Study: Project Manager on a landfill siting study third-party review. Expanded the initial study to include a more comprehensive evaluation process with additional sites considered.

  • New Hanover County, NC Projects:

    • Cell 3B-5 Closure: The multi-task effort included the closure design and permitting for disposal units 3B-5 with consideration for alternate design using linear low density or geosythetic clay liner; the redesign of Cell 6C&D disposal units; and erosion control permitting for the future southern landfill/borrow pit site.

    • Aerial Topo: Provide aerial photograph of the current and future landfill areas. Detailed topography provided in digital format for Cells 2 through 6 and adjacent area.

    • Project Manager for the permitting, design, and construction oversight for disposal Cell 4B, Cell 5, and Cell 36 closure.

    • Cell 1 Reclosure: Provide project management during construction of the Cell I reclosure.

    • Cell Six Design/Permitting Construction Services: Provide engineering support and project management to the secure landfill cell 6 permitting process. Project included design of Cell 6 disposal area. Construction services included assistance in bidding the work, monitoring construction, and certifying construction.

  • Delaware Solid Waste Authority - Senior Engineer for the permitting and design of Area D of the Central Solid Waste Facility. Project included forensic study of PVC landfill liner after ten years exposure to leachate, in-place waste analysis for consideration of landfill mining, up-grade of leachate management system including storage for off-site disposal, design of a leachate re-circulation system, and double lined 22-acre disposal facility. Served as Project Manager for the construction phase of the project.

  • Hardee County Landfill, FL - Project Manager for the re-permitting of the groundwater. Re-permitted the landfill facility and modified the operation plan.

  • Jacksonville, FL, East Landfill Closure Project - Project Manager for the construction phase improvements included an active gas recovery system with on-site enclosed flare.

  • City of St. Cloud, FL - Project Manager for the re-permitting of the city landfill including landfill gas management evaluation. Instituted partial passive gas recovery system

  • Volusia County Solid Waste Services Group, DeLand, FL, Pioneer Trail Borrow Pit Expansion - Services for the environmental and wetlands assessment of the Pioneer Trail Borrow Pit site include site design and permitting; assessment of the value of the 1.58-acre wetland and derived cost estimate to determine the feasibility of conducting borrow pit excavations including an initial screening for threatened and endangered species; and site planning and permitting for the removal of approximately 80,000 cubic yards of material from the site.

  • Robert Klenk C&D Landfill, Volusia County, DeLand, FL - Evaluated alternatives for an environmentally sound and economical solution for the formal closing of the Klenk Construction and Demolition (C&D) Landfill in Port Orange, FL.

Solid Waste Planning and Facilities

  • Orange County, FL - Project Director of plan preparations and specification for a yard waste composting facility and associated equipment. As the Project Director, he coordinated construction of the facility and conducted a pilot study in conjunction with the local university on using yard waste and co-composting with sewer sludge.

  • Volusia County Transfer Station Operating Permit Renewal

  • DeLand, FL, Waste Services Group - Assisted Volusia County in the preparation of the application and supporting information to renew the Operating Permit for the Solid Waste

  • DeLand, FL, Transfer Station - Responsibilities included: Updating the facility site plan, preparing a description of Waste Management Practices, and providing an estimate of waste quantities; and compile information on facility technology and processing equipment.

  • Clay County, FL - Project Manager for the development of a recycling grant application. Additionally, worked with the County and DEP to resolve siltation damage to adjacent wetlands and stream due to berm failure on a disposal cell closure.

  • USA Waste, Orlando, FL - Project Manager for the design and construction of a transfer station on Kaley Street. Initial plans were for renovation of an existing building, but due to structural concerns, the existing building was replaced with a new facility.

  • Warsaw, Poland - Project Manager for the development of a solid waste management plan for the voivodeship surrounding the City of Warsaw. The region included approximately 2.5 million people represented by more than 50 governments. The plan incorporated solid waste collection, transfer, processing, and disposal facilities.

  • Gyor, Hungary - Project Manager for a Solid Waste Master Plan Study with emphasis on recycling. Study involved coordination with Hungarian Environmental Protection Agency and community leaders and industry. Landfill gas use and landfill operation were addressed.

Public Works

  • Town of Belhaven, NC - Project Director for the Housing elevation project for the Town of Belhaven. The project included the review of the housing units, foundation design as needed, and field construction observation, contract administration and technical support for the design engineers.

  • City of Goldsboro, NC -  Project Director for the development of two wastewater reuse projects. Forty acres of created wetlands will be used to remove nutrients from the City’s wastewater treatment plant effluent prior to discharging to the sensitive Neuse River.

  • Volusia County, FL - Project Manager for the planning and permitting of an industrial park. Efforts included wetland delineation, wetland creation for mitigation, site planning, storm water management, and civil design. The project covered approximately 250 acres. The project addressed comprehensive storm water treatment and management to enhance the wetland creation.

  • Orange County, FL - Served as Project Director for projects under a continuing services agreement. Under this agreement he coordinated the project teams that conducted the programs requested by the County. These sites included Northwest Wastewater Treatment Plant Rerating Study and Rapid Infiltration System Study, Western Regional Water Treatment plant Chlorination Facility Design and Pipeline Corrosion Analysis Study, South Service Area Water Use Evaluation, and Leachate Pump Station Design.

  • City of Daytona Beach, FL, USS2, LPGA Blvd Master Lift Station and Highridge Estates Gravity Sewer and Force Mains LS - The. This project included the following services: preparation of design documents, provide utility locates, ecological, geotechnical evaluation, provide horizontal control with GPS on City coordinate system, field design survey, site layout, permitting, electrical, structural, SCADA design controls, bidding assistance, construction observation services.

  • Florida Water Services, Orlando, FL, Stonecrest Wastewater Treatment Plant Improvements #2 - Design and permitting services during construction and certification of construction documents for improvements.

  • Daytona Beach, FL, South Peninsula Sanitary Sewer Improvements, Progressive Contractors, Inc. - Furnished design services for this sanitary sewer design/build project. The system serves both residential and commercial properties. Responsible for surveying, design, construction management, geotechnical, and permitting services. Design and construction components included traffic control, restoration, utility locating and protection, pavement replacement, conflict structures, and all appurtenances necessary to provide 6-inch diameter sewer services, 8-inch diameter or larger gravity sewers, manholes with booted connections, wet wells, and lift stations.

  • Orlando, FL, Florida Water Services

    • Marco Island Water System Modeling: Completed the modeling of the Florida Water Services water system serving Marco Island. The hydraulic model identified restrictions in the system that prevented sufficient water pressure and flow from reaching all areas of the system. Also responsible for developing alternatives to resolve these problems, and provided cost estimates for each of the selected modifications.

    • Marco Island 10-inch Water Main: Water distribution system supply and pressure enhancing line construction for an upscale Florida West Coast condominium complex.

  • City of Daytona Beach, FL, Wastewater Master Plan -  Prepare plan through the year 2020 with 5-year action phases. Plan to focus on wastewater conveyance system.

  • Nashville, TN,  Metro Phase 1 Stormwater NPDES Permitting  - Project Manager for components of the Nashville Metro Phase I Stormwater NPDES permitting process. Efforts included permit application preparation, stormwater systems inventory, municipal stormwater design manual update, public education, and community oversight committee services.

  • Nashville, TN - Served as consultant to the Nashville Metro Solid Waste Program. Issues considered included capital expenditures and recycling program expansions.

Environmental Services

  • Buncombe County, NC Projects:

    • All Port Building Contamination Assessment: Project Manager on a project to evaluate groundwater contamination that was present on a parcel of land owned by the County. Previous owners had used the property to store and use paint products and solvents. An analysis of the water and soil was conducted and it was determined that the soil continued to leach the contaminants. The solution was determined to be removal of the soil. The contaminated soil was removed and properly disposed of. Later groundwater testing demonstrated that the water was no longer contaminated.

    • Groundwater Contamination Study - Project Manager on the development and implementation of a groundwater assessment to determine the presence and extent of contamination at the old County landfill. Both ground and surface water were sampled and tested as a component of the study. The project involved analysis of the test results and defining the plume location. A Risk Assessment was conducted to determine the potential risk to the environment and humans.

    • Attenuation Proposal: Project Manager in the development of an Attenuation Proposal for agency consideration for the contaminated groundwater at the County’s old landfill. The preliminary results indicate that the level of contamination in the landfill is sufficiently low enough to be able to be naturally treated in place with no impact on the surroundings.

    • Arnold Air Force Base, TN - Project Manager for the design and construction of a groundwater remediation project to address volatiles’ contamination. Remediation included groundwater extraction wells with air stripping facility and effluent management.
