Mr. Kenneth R. Kruszynski is a licensed professional engineer with over twenty-two years of experience in client business development, professional engineering design and permitting services, construction, operation and maintenance field services, and project management of landfill gas and leachate extraction system projects.  Mr. Kruszynski has had complete responsibility for environmental compliance, project management, system performance, budget and schedule on over ninety landfill gas extraction system design and construction projects.  In addition, Mr. Kruszynski has provided technical expertise and professional engineering design services for landfill gas extraction, separation, dehydration, filtration, compression, beneficial utilization, electrical power generation, and combustion systems.

Mr. Kruszynski is familiar with the federal and local regulatory requirements and issues associated with landfill gas, including the New Source Performance Standards for Municipal Solid Waste Landfills (N.S.P.S.) of the Clean Air Act Amendments.  Mr. Kruszynski has prepared and certified numerous N.S.P.S. landfill gas collection and control and treatment system design plan reports and surface emissions monitoring plans.  Air compliance responsibilities include renewable operating permit application development and permit review, renewable operating permit modifications, emission inventory preparation, air compliance evaluations, and report preparation required by state regulatory operating permit programs.

Mr. Kruszynski has further expertise in landfill design, landfill gas wellfield analysis in support of energy recovery projects, and landfill gas energy recovery systems.  Mr. Kruszynski has conducted numerous assessments of landfill gas generation and recovery rates for both existing and proposed facilities, as well as on-site assessments of subsurface landfill gas migration, subsurface oxidation and fire events, and surface emissions and odors. Environmental Solutions of Ecuador, S.A. – Inga Bajo Sanitary Landfill – Quito, Ecuador. Client Project Manager responsible for the design and development of a landfill gas generation and recovery rate evaluation report, a design criteria memorandum, and landfill gas collection and control system master development design plan drawings.  The professional engineering design services included on-site assessment of the potential leachate evaporation facility, the development of the landfill gas collection and control system initial phase construction plan drawings and technical specifications.

Client Project Manager for the engineering evaluation and design of the proposed new dual multistage centrifugal blower process skid unit and enclosed ground flare unit in relation to the existing electrical power generation facility and enclosed ground flare unit.  The professional engineering design services included a mechanical and electrical engineering peer review and evaluation of the LFG Specialties, LLC equipment shop drawings and specifications, and development of an engineering evaluation report.

Waste Management, Inc. – Alliance Sanitary Landfill, Taylor, Lackwanna County, Pennsylvania. Client Project Manager responsible for the on-site evaluation of the existing vertical extraction wells that exhibit high sulfur concentrations within the extracted landfill gas, and development of an independent landfill gas collection and control system to extract high sulfur landfill gas.  The professional engineering design services included an evaluation to determine the feasibility of combusting the high sulfur landfill gas within a separate multistage centrifugal blower and process utility flare skid unit, or treating and removing the sulfur compounds “sweetening the landfill gas.”  The “sweeten” landfill gas could then be utilized within the existing electrical power generation facility.

Metro Waste Authority, Des Moines, Polk County, Iowa. Project Engineer responsible for design and permitting of 6.4-megawatt electrical power generation facility project at the Metro Park East Sanitary Landfill that utilized landfill gas as fuel for eight CAT 3516 reciprocating engine generator sets.  Professional engineering design services included the design and installation of the initial landfill gas collection and control system, process utility flare system, and lead engineer for the development of final construction drawings and technical specifications for the electrical power generation facility.  Project management services included the development of construction bid documents and technical specifications, construction quality assurance plans, economic and development cost estimates, project management with client interaction and permitting agency.

Fred Weber, Inc. Sanitary Landfill – Maryland Heights, Saint Louis County, Missouri. Client Project Manager responsible for the engineering evaluation and design of the proposed new centralized dual multistage centrifugal blower process skid unit and enclosed ground flare unit.  The professional engineering design services included a mechanical and electrical engineering peer review and evaluation of the Perennial Energy, Inc. equipment shop drawings and specifications, and development of an engineering evaluation report.  In addition, detailed centralized blower station development design plan were prepared that included the inlet main header transmission pipeline, main condensate knockout and pump station vessel, interconnection piping details and requirements for the process equipment skid units, and distribution pipelines details and requirements for the landfill gas beneficial utilization and combustion facilities.

Waste Management, Inc. – Rumble Recycling And Disposal Facility, Sugar Grove, Jackson County, Missouri. Project Manager responsible for the design and development of a greenhouse and education center that utilized heat from boilers fueled with landfill gas.  Professional engineering design services included the design and specification of the boiler unit and hydronic radiant floor heating system, HVAC, plumbing and major piping systems.  Project management services included a review of the greenhouse structural shop drawings from Stuppy Greenhouse Manufacturing, Inc., and development of final drawings and specifications and construction bid documents.

U.S. Energy Biogas Corporation – Roxana Landfill, Roxana, Madison County, Illinois. Client Project Manager responsible for the evaluation and assessment of the existing landfill gas collection and control system at the Roxana Landfill facility.  The professional engineering evaluation services included an on-site evaluation of the operation and effectiveness of the existing landfill gas collection and control system in order to extract and provide landfill gas to an existing electrical power generation facility and process utility flare unit combustion facility.

Waste Management, Inc. – Closed Sites Management Group, Lombard, DuPage County, Illinois. Client Project Manager responsible for the evaluation and quantification of the various forms of potential landfill gas generated waste heat streams in units of decatherms (one million British Thermal Units) at the Greene Valley Landfill, Woodland Recycling and Disposal Facility, Lake Landfill, Deercroft Recycling and Disposal Facility, and Wheeler Recycling and Disposal Facility.  The professional engineering design services included the determination of potential waste heat recovery options utilizing the use of reliable proven technologies for building combined heat and power (CHP) applications, absorption chillers for cooling/refrigeration applications, desiccant dehumidification for drying applications, and process heat for leachate/wastewater evaporation processes. 
Waste Management, Inc. – Countryside Landfill, Grayslake, Lake County, Illinois.
Client Project Manager responsible for the design and development of a landfill gas generation and recovery rate evaluation report, a design criteria memorandum, and landfill gas collection and control system master development design plan drawings.  The professional engineering design services included the development of the landfill gas collection and control system initial phase construction plan drawings and technical specifications.  The project management services included the procurement of materials and supplies, and the on-site direction of construction crew activities in the installation of three difference phases of the landfill gas extraction systems.

City Of Sheridan – City Of Sheridan Landfill, Sheridan, Sheridan County, Wyoming. Client Project Manager responsible for the engineering evaluation and design of the landfill gas collection and control system construction drawings, technical specifications, and a construction quality assurance plan based on the landfill gas migration investigation and proposed remediation action plan prepared and submitted and approved by the State of Wyoming Department of Environmental Quality (WDEQ). 

SOLID WASTE FACILITIES

Metro Waste Authority, Des Moines, Polk County, Iowa. Project Engineer responsible for design and permitting and development of an eleven acre expansion of a municipal solid waste landfill facility at the Metro Park East Sanitary Landfill.  Professional engineering design services included subsurface investigation and hydrogeologic evaluation, liner stability analysis for composite liner systems (HDPE, GCL, and Geotextiles), leachate collection systems design, surface water management system design, operations and closure plans, and permitting.  Project management services included the development of construction bid documents and technical specifications, construction quality assurance plans, economic and development cost estimates, project management with client interaction and permitting agency coordination.

OTHER PROFESSIONAL ENGINEERING EXPERIENCE

  • Managed and supervised multi-disciplinary project teams on medium sized to large sized landfill gas extraction system design and construction projects.
