  PROFESSIONAL EXPERIENCE

Mr. Miller provides SCS with a strong background in environmental engineering with emphasis in waste management. He has devoted much of his professional career to assisting clients with landfill gas (LFG) control/recovery, landfill air emissions monitoring, and subsurface combustible gas control projects. His experience in each of the above topic areas is summarized below.

LFG MIGRATION CONTROL

Mr. Miller currently manages all of SCS's Northern California projects involving LFG migration control, including site assessments, refuse and gas sampling characterization, implementation of LFG migration control measures, and operation/maintenance of LFG control systems. Project work has included:

Implementation of both active and passive LFG control/protection measures, including air injection, passive ventilation, subsurface membranes and LFG extraction/flare systems

Operation and maintenance at LFG control installations, including systems startup, monitoring, troubleshooting, and data assessment.

Preparation of procedural manuals and health and safety guidelines for LFG monitoring and control system operation and maintenance.

LFG RECOVERY AND UTILIZATION

While with SCS, Mr. Miller has been involved in office investigations and field test programs to determine the feasibility of using LFG as an energy source. He has served as overall project manager, directed the installation of test facilities, and performed field tests and data analysis at several active and inactive landfills throughout the country. These projects have involved both static and dynamic field test programs for estimating site LFG yield.

He has also provided field management for startup, initial well field balancing, and drawdown testing of LFG collections facilities at over 20 electrical power generating plants in California.

LANDFILL AIR EMISSIONS MONITORING

Managing air quality monitoring programs in accordance with California Health and Safety Code Section 41805.5 (the Calderon Air SWAT program). These programs involve continuous meteorological testing and ambient air, surface emissions and subsurface LFG sampling and laboratory analysis.

Compliance testing in accordance with South Coast Air Quality Management District (Los Angeles area) Rules 1150, 1150.1, 1150.2 and Bay Area Air Quality Management District Rule 34.

Managing field operations during a comprehensive air quality monitoring program conducted in residential neighborhoods surrounding a major hazardous waste disposal site in southern California. Over 1,800 indoor air samples were collected and analyzed for volatile organics under the administration of both the California Department of Health Services and the U.S. Environmental Protection Agency.

SUBSURFACE COMBUSTIBLE GAS CONTROL

Throughout California, there has been increasing concern regarding the potential for subsurface combustible gas accumulations in areas of historic oil production and/or natural gas seeps. Mr. Miller has managed several projects in these areas which have included an assessment of the potential explosive hazards, regulatory requirements and recommendations which have allowed successful site development. Under his direction, SCS has performed over 30 projects in California characterized by natural gas seeps.
