PROFESSIONAL EXPERIENCE
Since 1973, Mr. Powell has been providing civil,
environmental and solid waste engineering services to municipal and private
clients. His responsibilities have included planning, permitting, design,
construction services, and overall project management for a wide variety of
solid waste projects. Past projects have included landfill closures, landfill
construction, transfer station planning and design, special waste handling,
groundwater contamination investigation and remedial action, and medical waste
incineration. Recent solid waste projects have included the following:
Landfills
-
Flagler County, Florida, Construction and Demolition
Debris Landfill. Project Manager for the renewal of the operating permit
for the Flagler County Construction and Demolition Debris Landfill. The
project included modifying the existing permit to open up additional areas
for waste placement.

Flagler County, Florida, C&D Landfill, Closure
Certifications Areas 4 and 5. Project Manager for the closure certification
of Areas 4 and 5 the Flagler County Construction and Demolition Debris
Landfill. The project included coordinating quality assurance soils testing
and field survey.

Flagler County, Florida, Long Term Care Permit.
Project Manager for the renewal of the long-term care/closure permit for the
closed Flagler County Old Kings Road Landfill.

Sunshine Grove Road C&D Facility. Project Manager for
the Sunshine Grove Road Construction and Demolition Debris Disposal
Facility. The project included certification of closure of Phase I,
certification of construction for new Cells 3 and 4, and preparation of
updated financial assurance closure and post-closure cost estimates.

Waste Management, Okeechobee Landfill. Project Manager
for the closure of a 15-acre portion of Waste Management’s Okeechobee
Landfill. The project included design of a geomembrane final cover and
relocation of landfill gas facilities.

Volusia County, Florida, Design Drainage Facilities for
Tomoka Farms Road Landfill. Project manager for the design of drainage
facilities for the household hazardous waste collection center and the
recycling facility at the Tomoka Farms Road Landfill. The project includes
existing on-site wetlands as part of the detention and discharge system.

Volusia County, Florida, Environmental Resource Permit
for the Tomoka Farms Road Landfill. Project Manager for renewal of the
Environmental Resource Permit for the Tomoka Farms Road Landfill. The
project included stormwater management and wetland protection for the
development of a lined class I landfill.

Volusia County, Florida, Design and Permitting of a
Landfill Cell at Tomoka Farms Road Landfill. Project Manager for the
design, permitting, and construction of a 33-acre double composite lined
landfill cell at the Tomoka Farms Road Landfill. The landfill was designed
to be constructed below the water table in an existing borrow pit. The
inward gradient design provides a high level of protection to adjacent
ground water. The project included cell and liner design, leachate
collection and disposal, stormwater permitting, and a new entrance roadway.

Volusia County, Florida, Closure of the Plymouth Avenue
Landfill. Project Manager for the closure of the Plymouth Avenue Landfill,
a 129-acre municipal landfill. The project included design of a geosynthetic
clay liner for the barrier layer, erosion control and stormwater management,
permitting, and construction observation and certification. The project
also included installation of 30 gas vents, constructed through the in-place
waste.

Volusia County, Florida, Design and Permitting of an
Expansion at the Tomoka Farms Road Landfill. Project Manager and Project
Engineer for the design and permitting of a 53-acre expansion to the Tomoka
Farms Road Landfill. The bottom liner design incorporated geocomposite
drainage net in lieu of leachate collection pipe laterals.

Flagler County, Florida, Landfill Evaluation. Project
Manager and Project Engineer for the evaluation of a 284-acre parcel
proposed for landfill construction in Flagler County. The project included
evaluation of wetlands, potential for archaeological sites, and geotechnical
investigation.

Landfills have included Class I, Class III,
Construction and Demolition Debris (C&D), and yard waste landfills. Project
Manager and Project Engineer for numerous landfill expansion projects,
including compacted clay liners, high density polyethylene (HDPE) liners,
and composite liners.

Project Manager for the closure of numerous municipal
landfills in Central Florida. Closure designs have included soil covers,
slurry walls, plastic membrane liners, compacted clay liners, and
geosynthetic clay liners. Services have included planning, permitting,
design, construction administration, and closure certification.

Prepared Financial Assurance reports for numerous
landfills including Volusia County, Seminole County, and private
Construction and Demolition Debris landfills. Services performed included
preparing estimates of remaining airspace and life and updating the
estimated costs of closing and of post closure care.

Tampa Electric Company, Polk Power Plan, Design and
Construction of Replacement Liner. Project Manager for the design and
construction of a replacement liner for the Tampa Electric Company Polk
Power Plan coal slag storage area. The project required that the 2.7-acre
double-lined storage area be able to remain in operation during the entire
construction period.
Transfer Stations and Citizen Convenience Centers
-
Seminole County, Florida, Central Transfer Station,
Operations Evaluation. Project Engineer for the evaluation of transfer
station operations at the Seminole County Central Transfer Station. The
project included a review of operations at other similar sized facilities in
other Florida Counties.

Orange County, Florida, Operations Evaluation. Project
Manager for the evaluation of operation at two Orange County transfer
stations.
-
Seminole County, Florida, Repair of Tipping Floor.
Project Engineer for the repair of the tipping floor surface at the Seminole
County Central Transfer Station.

Seminole County, Florida. Osceola Road Transfer
Station, Citizens Dropoff Center. Project Engineer for the design of a
Citizens Dropoff Center for the Osceola Road Transfer Station in Seminole
County.

Project Engineer for the evaluation of operation of the
hand unload area at the Pinellas County waste to energy facility.
-
Project Manager for the planning and design of numerous
solid waste transfer stations, ranging in size from a 600-ton per day county
facility to several small rural transfer facilities.
Stormwater Projects
-
Volusia County, Florida, Tomoka Farms Road Landfill,
Design of Drainage Facilities for Household Hazardous Collection Center.
Project Manager for the design of drainage facilities for the household
hazardous waste collection center and the recycling facility at the Tomoka
Farms Road Landfill. The project includes existing on-site wetlands as part
of the detention and discharge system.

Project Manager and Project Engineer for the design of
two stormwater pump stations. The pumps were designed to operate
automatically based on the water levels in the stormwater canals and in the
receiving waters. The pumps were designed to operate on electrical power
with diesel backup.

Volusia County, Florida, Tomoka Farms Road Landfill,
NPDES Permit Renewal. Project Manager for the renewal of the NPDES permit
for the Tomoka Farms Road Landfill stormwater treatment and discharge
system. The permit also includes the operation of the County’s vehicle wash
facility.

Volusia County, Florida, Drainage Basin Master Plan.
Project Engineer for the preparation of the Drainage Basin Master Plan for
the B-19 Canal drainage basin for Volusia County. The project included
stormwater modeling, evaluation of alternatives, and recommendations for
reducing stormwater-related problems including flooding and contamination.
Landfill Contamination Assessments
-
Project Manager and Project Engineer for a groundwater
contamination investigation at an industrial waste disposal site in DeLand,
FL. The project included preparation of a Contamination Assessment Report
and a Remedial Action Plan in accordance with Florida Department of
Environmental Protection requirements. An electro-magnetic survey was used
to provide information on the extent of the contaminant plume, which
consisted of neutralized nitric acid plating wastes.

Project Manager and Project Engineer for a groundwater
contamination project involving vinyl chloride at a waste disposal site in
Daytona Beach. The project included preparation of a Contamination
Assessment Plan and Contamination Assessment Report in accordance with
Florida Department of Environmental Protection requirements. A hydraulic
probe was used to collect 47 groundwater samples from several water-bearing
strata to assist in determining the vertical and horizontal extent of the
contaminant plume.
Other Projects
-
Project Engineer for evaluation of floodwater velocity
for installation of manufactured homes in a flood hazard area.

Project Manager and Project Engineer for the design,
permitting, and construction of two new production wells to provide a
half-million gallons per day capacity for the City of Flagler Beach. The
project also included remote telemetry and a raw water transmission main.

Project Manager and Project Engineer for the design,
permitting, and construction of a one million gallon-per day water treatment
plant for the City of Flagler Beach. The project was designed as an
expansion to the city’s existing 0.7-mgd facility, and included lime
softening, filtration, pH adjustment, lime sludge dewatering, disinfection,
and high service pumping.

Project Engineer for the design and construction of a
regional injection well at the City of Belle Glade Wastewater Treatment
Plant. The well was designed to dispose of 4.4 million gallons per day of
treated wastewater from the City of Belle Glade and from the nearby city of
South Bay. The project included design, permitting, and construction of the
3000-foot deep injection well, effluent pump station, transmission lines,
monitoring and control facilities, and surge protection.

Project Engineer for preparation of the Airport Master
Plan for the Ormond Beach Municipal Airport. The project included air side
facilities to support present and projected future aviation needs. The
project also included planning for a business park to be connected to the
air facilities and an on-site golf course to provide revenue to support
operation of the airfield. Public participation, including public hearings
and presentations at civic group meetings, were an important part of the
project.
