  PROFESSIONAL EXPERIENCE

Mr. Westly is a professional geologist and Environmental Services Division Project Director for the Tampa office of SCS Engineers (SCS).  He manages Environmental Management Systems (EMS) projects for SCS and is a member of the U.S. TAG to ISO TC207.  As Project Director for SCS, Mr. Westly is responsible for hydrogeologic investigations for SCS' Florida offices and supports studies in the field of hydrogeology nationally for SCS.  He has managed or participated in a wide range of water resources, environmental, and solid waste projects in Florida , Ohio , Maine , and Missouri.

As the EMS Services Director, Mr. Westly represents SCS on the U.S. Technical Advisory Group (U.S. TAG) to the International Organization for Standardization Technical Committee 207 (ISO TC 207).  Mr. Westly provides ISO 14000 training for governmental and non-governmental organizations and supports SCS' EMS project work nationwide.

Mr. Westly's technical and professional career began in 1971 with the U.S. Geological Survey, Water Resources Division. Since that time he has worked with Water Resources and Environmental consulting firms in several capacities from Staff Hydrogeologist to Chief Scientist. He founded a hydrometrics firm to provide water resources field data to consultants and industry and operated his own independent water resources and environmental consulting business. Mr. Westly has over 30 years of environmental experience including: 

  • EMS system design, implementation, and auditing.
  • Development of EMS manuals.
  • Environmental and contamination assessment and remediation.
  • Solid and hazardous waste investigations.
  • Closed landfills investigations and remediation.
  • Karst hydrogeology.
  • Agricultural studies.
  • Mining studies.
  • Land application of wastewater and effluents.
  • Injection well technology.
  • Groundwater flow and contaminant transport modeling. 

He also has provided volunteer water resources consulting support for third-world water supply projects in Haiti , Ecuador , and Guyana.

Mr. Westly’s selected EMS experience, papers, and presentations are summarized below:

Environmental Management Systems Experience

  • Currently directing SCS' General Dynamics Ordnance and Tactical Systems EMS/OHSMS project.  The project consists of providing training to key personnel from eight production facilities and the corporate office on the application of ISO 14001 and OHSAS 1800.  SCS will implement environmental management and occupational safety and health management systems at each of the facilities, operating as an extension to facility staff, and obtain a division-wide certification from a third-party Registrar.
  • Performed an ISO 14001 gap analysis for Mitsubishi Polysilicon in Theodore , Alabama and provided training to managers and quality auditors to prepare them to implement their ISO 14001 EMS.
  • Provided ISO 14000 training to Pall Membrane managers and quality auditors at the Pensacola , Florida facility to prepare them to implement their ISO 14001 EMS.
  • Assisting a prime consultant in preparing an environmental management system for the Virginia Department of Transportation.
  • Assisted Agere Systems, Inc., Orlando , Florida semiconductor facility in preparing for its third-year recertification to ISO 14001.  Mr. Westly is continuing to conduct regular Environmental Management System audits of the various departments within the Orlando facility to maintain conformance with ISO 14001 between the surveillance audits of the registrar.
  • Developing an ISO 14001 Environmental Management System for the Tampa office of SCS Engineers.  Once completed, SCS will be one of the first environmental consulting firms to implement an ISO 14001 EMS.
  • Provided guidance to the Hillsborough County Solid Waste Management Department regarding initial planning for preparation of its Environmental Management System manual.
  • Reviewed and revised the draft ISO 14000 Environmental Management Systems Manual for Sony Professional Products; conducted training of Sony environmental and quality systems personnel in development and implementation of an environmental management system; and performed baseline audit of Sony electronics facility.
  • Led 4-hour ISO 14000 workshop training for Lockheed Martin Tactical Defense Systems facility; reviewed quality/environmental management manual; and assisted with revisions to significant environmental aspects analysis. 
  • Led 8-hour ISO 14000 professional development course (PDC) for the 1999 Annual Conference of the Semiconductor Safety Association (SSA).  Coordinated with Applied Quality Systems (AQS) to co-instruct the PDC with an AQS Lead Auditor trainer to provide comprehensive EMS training.
  • Hosted 8-hour ISO 14000 workshop training for International Wire environmental management personnel.
  • Planned, implemented, and provided on-site instruction in support of the First Satellite Video Conference on ISO 14000, Camberley Sabal Park Hotel, October 24, 1996, hosted by SCS Engineers and presented by ASTM, ANSI, and ANSI/GETF ISO 14000 Integrated Solutions.
