Jay has leveraged hardware, software, and wireless technology to streamline the operations, maintenance, and monitoring of data that is collected at landfills. Landfills and landfill gas in particular, along with other industries must comply with government regulations. Collecting, storing and analyzing compliance data is expensive because traditionally it was time consuming and sometimes dangerous to collect. SCS Technology developed a secure and user-friendly web-based application to identify, collect, track, and report in real-time the data required to meet compliance regulations. The components work wirelessly and are built to last even under extreme weather conditions.
Mr. Hatho also oversees the modernization and standardization of SCS’s IT organization to support the company’s growth. He is responsible for deploying modern technologies to help improve communication throughout the company and for leading the development of software products both internally and for clients.
Prior to joining SCS, Mr. Hatho developed technology platforms and infrastructure for a major online brokerage firm, and served as the director of engineering for a major computer manufacturer. He started large organizations overseas and locally that improved business and helped increase revenues for several companies, and managed multi-million dollar engineering budgets while maintaining strict fiscal controls and disciplines.

Mr. Hauser is a Project Director responsible for environmental compliance projects. He has over 30 years of experience with compliance topics such as air quality permitting, emission inventories, dispersion modeling, health risk assessments, and odor impact assessments. Mr. Hauser is experienced conducting odor studies of composting, landfill, and wastewater treatment plant operations. He has surveyed facilities to identify sources of interest, collected field samples of odorous emissions, developed odor emission profiles based on odor concentrations and odor flow rates, and conducted dispersion modeling to predict odor concentrations at or beyond the facility’s property boundary. He also provides health risk assessments for aerospace, manufacturing, wastewater treatment, and oil and gas facilities.

Mr. Hauser is currently helping clients comply with the greenhouse gas (GHG) regulations including mandatory reporting under California’s AB-32 regulation and EPA’s 40 CFR 98 regulation. In addition, Mr. Hauser supports SCS Tracer’s Risk Management and Safety Group. Within the Risk Group, Mr. Hauser has developed several California Accidental Release Prevention (CalARP) Programs, Risk Management Plans (RMPs), and Process Safety Management (PSM) programs for industrial clientele using acutely hazardous materials. His risk management experience includes preparing piping and instrumentation diagrams (P&IDs) for Hazard and Operability (HAZOP) studies, serving as HAZOP Quality Control and HAZOP Recorder, performing Hazard Analyses and Off-site Consequence Analyses, and developing documentation according to the specific requirements of Administering Agencies.

Mr. Helland is a Vice President and serves as the Director of our Northwest Operations. Marco Hernandez, PE, is a Vice President of SCS Engineers and a Project Director. He has two decades of experience in environmental regulatory compliance, remediation, storage tank closure assessments, materials testing and construction inspection services. He is knowledgeable in the area of environmental site assessments, environmental remediation, environmental regulatory compliance, dewatering, deep foundation construction, surveying, computer-assisted drawing and geographic information systems.
Mr. Hernandez has prepared remedial action work plans for the submission to the Miami-Dade County Department of Environmental Resources Management (DERM), the Broward County Environmental Protection and Growth Management Department (EPGMD) and the Florida Department of Environmental Protection (FDEP). Mr. Hernandez has conducted environmental site assessments for government agencies such as Florida Department of Transportation, Miami-Dade County Regulatory and Economic Resources, Miami-Dade County Public Schools, Miami-Dade College, the City of Miami and the United States Navy.
Stephanie Hill, PG, is a program leader for SCS Engineers’ Carbon Sequestration and Deep Well Injection practice, hydrogeologist, and licensed Professional Geologist in Florida, Texas, Illinois, and Kentucky. She co-leads a team of geologists and engineers to advise clients of various industries on geologic storage options for carbon neutrality and disposal of industrial liquid residuals. Her experience includes permitting and regulatory compliance for underground injection control and coal mining, hydrologic investigations, and identifying large scale environmental impacts to surface and groundwater resources from various industry practices.
Stephanie Hill, PG, is a program leader for SCS Engineers’ Carbon Sequestration and Deep Well Injection practice, hydrogeologist, and licensed Professional Geologist in Florida, Texas, Illinois, and Kentucky. Ms. Hill’s early career focused on environmental compliance for mineral and fossil fuel industries at the Texas Commission on Environmental Quality (1996 to 2000) and the Railroad Commission of Texas (2000 to 2012).

She is well-versed in compliance and standards and supporting long-term sustainable solid waste plans. He is also experienced in the collection and treatment of landfill leachate, PFAS in liquid streams, groundwater and surface water, and industrial and municipal wastewater. Additional experience includes storage tank investigations and closures.
He is also an experienced wetlands program manager, including for active landfills. His wetlands experience includes identification and delineation, permitting, mitigation design, working with agencies, and post-construction monitoring and maintenance.

His experience includes environmental site assessments, groundwater monitoring, fault and landslide investigations, groundwater resource studies, geological mapping, and geotechnical investigations.
Chuck Houser has over three decades of experience in the earth science industry.
