SCS Engineers was engaged by the Authority to perform a cost of service fee study. Based on data and information provided by Authority staff, a cost of service model was developed, which enabled SCS to make projections of financial performance for the upcoming planning period (2006-2010). We modeled various user fee structures to help fund the transport and disposal of solid waste delivered to the Edmund Transfer Station and disposal at the Authority’s landfill.
Based on our model results, the Authority was able to re-negotiate the tipping fee charged to neighboring cities to help recover the Authority’s full costs of operating the transfer station, long-term depreciation, closure and post closure care costs at the landfill. |
