Conducting the master planning efforts along with a formal rate/cost of service study enables decision-makers to project costs of the various solid waste management options.

Financial modeling is a useful tool in evaluating actual expenditures and projecting long-term conditions. The two case studies, which are discussed in the article, show different applications of these financial tools. SCS Engineers has used these tools to help solid waste agencies evaluate their cash flow, capital improvement plans, infrastructure development, budgeting and long-term financing programs.
