landfill permit expansionOur scope of services to the City of Brownsville’s Public Works Department includes the following:

  • Preparation of TCEQ permit amendment application for the expansion of the landfill that extended the life of the facility by more than 40 years.
  • Develop plans, specifications and bid documents for three 8-acre and one 5-acre landfill cells with composite liners and leachate collection systems.
  • Perform construction-phase engineering services, including CQA and liner certifications for four landfill cells.
  • Develop the permit modification to incorporate a geosynthetic clay liner as an alternate liner design that saved the city significant expense for purchasing clay.
  • Conduct subsurface investigations in support of a hydrogeologic characterization, which included installation of piezometers, groundwater monitoring wells and revisions to the groundwater monitoring program.
  • Prepare a Site Operating Plan that is consistent with TCEQ’s most recent protocol and preserves optimal flexibility for the landfill manager. This includes obtaining a permit modification from the TCEQ for the use of alternative daily cover.
  • Design, permit and manage a landfill gas collection and central system.
  • Develop plans, specifications and bid documents for two leachate evaporation ponds with composite liners and over 4,000 feet of leachate forcemain.
  • Perform construction-phase engineering services, including CQA and liner certifications for two leachate evaporation ponds with composite liners and over 4,000 feet of leachate forcemain.
  • Perform routine groundwater monitoring and quarterly landfill gas monitoring consistent with the approved plans.
  • Provide other services, including a landfill financial analysis, a compliance management plan, tire storage and processing registration and a composting plan.
