Storage Tanks, Spill Prevention, and Release Response

SCS Engineers has performed several thousand tank projects covering virtually every issue faced by tank owners and operators. Storage tank owners are faced with a complex series of federal regulations, state regulations, and industry standards addressing a myriad of issues such as design, registration, construction, operation, integrity testing, inventory control, and monitoring, maintenance and upgrades, spill response, training, closure, and remediation.

SCS’s experience includes underground storage tanks (USTs), above-ground storage tanks (ASTs), process tanks, petroleum tanks, hazardous materials (raw material and product) tanks, wastewater tanks, oil/water separators, fracking tanks, transformers, mobile tanks, temporary tanks, and more. Our petroleum experience includes gasoline (leaded, unleaded, MTBE, ethanol), diesel, heating oil (No. 2, 4 and 6), bunker C, aviation gas, jet fuel, waste oil, crude oil, asphalt, and others.

We routinely provide regulatory services to help owners determine which regulations apply to their situation. Common Federal regulations include Subtitle I (Underground Storage Tanks, 40 CFR §280) of the Resource Conservation and Recovery Act (RCRA); Spill Prevention, Control and Countermeasure (SPCC) Plan Regulations under the Clean Water Act (40 CFR §112); and the Oil Pollution Act of 1990.

Many states have implemented AST regulatory programs. Common tank standards include those developed by industry associations such as the American Petroleum Institute, Steel Tank Institute, National Fire Protection Association, and local fire codes.

We understand that Spill Prevention Planning and Risk Management are valuable preventative measures that protect life, the environment, and businesses, but accidents can still happen, or your business may be accused of polluting. SCS staff have reviewed hundreds of environmental insurance claims located at sites across the United States.
