Design and operating requirements for facilities which store bulk quantities of hazardous substances and fuels are enforced by Federal, state, and local agencies throughout North America. Requirements include, among others:

SCS Engineers designs new bulk storage tank and dispensing facilities, and helps owners of existing facilities bring them into compliance with current regulations. When releases from storage tanks are suspected, SCS Engineers assists clients in determining the extent of the problem, evaluating feasible solutions, and implementing remedial actions.

bul.gif (827 byte)  Underground Storage Tanks (USTs)

USTs have been the subject of detailed Federal and state regulations since the mid-1980s. By definition, USTs include petroleum and hazardous chemical storage tank systems in which the systems, including associated piping, have at least 10 percent of their volume underground. 

USTs are subject to specific registration, construction, release detection, release response and reporting, and closure requirements. Where corrective measures are needed to address releases, a number of states have trust funds to help owners and operators pay for remediation.

SCS professionals remain current in tank construction and tank upgrade technologies. Our firm is independent of vendors or proprietary products. When we design an UST system upgrade or replacement, we match the best available technology with our client's needs. 

Leaks from USTs may require remediation of affected soils and groundwater. Our approach is to assess the problem, find a practical solution, and then fix the problem.

In many states, ASTs are subject to specific registration, design, release detection, upgrade, and corrective action requirements. SCS has provided engineering assistance to owners of millions of gallons of AST capacity in most states.

SCS helps AST owners determine priorities for bringing AST systems into compliance with regulatory standards or best management practices. Spill prevention and contingency planning are two areas of AST management which require periodic management attention. SCS assists tank owners by developing and maintaining these management tools. 

It normally is less expensive to prevent a substantial AST product spill than to clean it up. Should a spill occur, it normally is less expensive to discover the spill quickly and clean it up than it is to allow the spilled product to move away from the AST facility. SCS helps AST owners to select available technology to help prevent spills, and to install early warning monitoring systems to detect releases quickly. 

Design of product tank farms and dispensing facilities is a specialty practice of SCS Engineers. Our approach is to integrate production requirements with sound environmental practices using proven technologies.
