Mr. Yang is a Project Director in our Raleigh, North Carolina, office, providing landfill engineering and solid waste management consulting services to the Carolinas and beyond. He has over 19 years of experience in civil and environmental engineering, with expertise in landfill siting and permitting; and facility design, operations, and construction management for municipal solid waste landfills (Subtitle D), CDD landfills, utility coal ash landfills, and household hazardous waste and multi-material waste and recycling convenience centers. He has Bachelor’s and Master’s Degrees in Environmental Engineering from the University of Florida at Gainesville, and is a licensed Professional Engineer in North Carolina.

Mr. Yang is experienced in solid waste facility site development projects, leachate management, and environmental regulatory compliance, including air quality for landfills; landfill gas collection, control design, and operations. He has conducted a variety of solid waste management assessments and planning projects and sanitary sewer rehabilitation design and construction management.
He has worked with numerous counties and cities throughout North Carolina, serving as the client contact in addition to managing capital improvement projects, annual environmental compliance assistance, solid waste management plans, and on-call services.
Kenton conducted landfill site selection and site suitability permitting for a coal ash landfill for a power utility in the southeast, as well as design, permitting, and construction management for two of its phases. He assisted in landfill operational issues, including stormwater control and leachate management, and was responsible for site compliance associated with EPA’s CCR rule.
Dr. Yang is a geochemist/engineer experienced in identifying and developing solutions to geochemical questions utilizing experimental design, analytical chemistry, geochemical modelling, geological characterization, and engineering process design. He is also experienced in advancing research from early technology readiness levels along pathways for potential commercialization and/or technological transfer. Dr. Yang’s expertise is in critical metal and other rare earth elements resource assessment and extraction processes.

Kevin Yard, PE, is a Vice President and a Senior Project Advisor with over 30 years of engineering experience encompassing a broad range of projects, including feasibility studies, permitting projects, conceptual designs, construction plans and specifications, construction-related services, and operations consulting.
Mr. Yard has over 30 years of engineering experience encompassing a broad range of projects, including feasibility studies, permitting projects, conceptual designs, construction plans and specifications, construction-related services, and operations consulting. including feasibility studies, permitting projects, conceptual designs, construction plans and specifications, construction-related services, and operations consulting. He has served as engineer-of-record in the design and permitting various waste management facilities, including new landfills, landfill expansions, transfer stations, composting facilities, landfill gas (LFG) recovery/control plants, landfill closures, and material recovery facilities. In addition, he has conducted landfill operations courses and has made significant contributions to numerous operating facilities. In particular, through completing numerous feasibility studies and related financial analyses, he has assisted clients in assessing financial returns on various solid waste projects across a broad range of investment values and geographic locations.
Having worked in numerous states, he has developed considerable expertise in implementing the solid waste, air quality, and stormwater rules under the jurisdiction of various state agencies. Mr. Yard is a registered professional engineer in six states. Mr. Yard has authored numerous technical papers and has presented expert testimony before legislative committees, district court and at numerous permit hearings. In addition, he formerly served as the Director of the Landfill Management Technical Division of the Solid Waste Association of North America (SWANA).
