His experience also includes mineral exploration work using field mapping and sampling techniques. As a geologist, he served as a geologic mapper, core logger, and soil sampler. Mr. Blevins is a Senior Project Manager experienced in land development and redevelopment support, due diligence for property transactions, Brownfield Redevelopment, environmental compliance auditing, Resource Conservation and Recovery Act (RCRA) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites, and waste management. His experience includes management, planning, and technical direction of a wide variety of environmental investigative and compliance projects involving contamination assessments, hydrogeologic investigations, feasibility studies, and assessment/remediation activities including sites regulated under consent order with the Environmental Protection Agency (EPA) and State Agencies. He has performed numerous due diligence projects for property transactions (acquisition and divestiture), conducting both Phase I and Phase II Environmental Site Assessment (ESA) investigations, and provided support for numerous industries with RCRA permitting and compliance issues.
Additional experience includes organizing, developing, and managing studies, and preparing dossiers to support the registration of agricultural products in the United States with the EPA and in Europe with the EU. He developed, revised and validated methods of analysis of agricultural chemicals and their metabolites in soil, plant and water matrices.

Ms. Bowen manages multiple solid waste projects, covered aerated static piles (CASP) and anaerobic digester facilities, and provides oversight and review of monthly, quarterly, semi-annual and annual reports. She reviews and provides oversight of the completion to Assembly Bill (AB) 32 reporting; compiles yearly data, and ensures facility compliance with California Air Resources Board (CARB) regulations. She reviews and provides oversight for the completion of electronic Greenhouse Gas Reporting Tool (e-GGRT) reporting, compiles yearly data, and ensures facility compliance with the U.S. Environmental Protection Agency (USEPA) requirements.
Michael Bradford, PE, has over 20 years of experience in civil engineering and project management. He has served as the principal engineer and engineer of record for a wide range of public and private sector capital projects in Arizona and across the country for solid waste landfills and other public works civil projects. He has experience in civil site planning (landfill and industrial facilities); excavation and grading design; storm water management design; water and sewer infrastructure design; geosynthetic liner design; landfill gas (LFG) collection and control system design; leachate collection and recovery system design; landfill site life and volume analysis; and liquids distribution and wastewater recovery systems design.
His experience includes designing landfill expansions, landfill gas to energy facility site civil designs and planning, solid waste fill grading designs and facility plans, stormwater pollution prevention plans (SWPPP), and spill prevention containment and countermeasures (SPCC) plans, as well as construction management, CQA, monitoring, and inspections for numerous large-scale mass excavation and grading projects, landfill cell construction projects, pond liner projects, and landfill closure system installation projects, and water and sewer facility infrastructure projects.

Mr. Bringer is a Field Geologist working in the Wichita, KS area. His project experience includes Underground Injection Control (UIC) feasibility studies and Deep Injection Well (DIW) development, drilling on landfills, maintaining landfill gas collection systems, assisting gas storage field client in maintaining regulatory compliance, groundwater investigations, indoor air remedial system design and implementation, and assisting with project bids and budget development.
Mr. Brokaw is responsible for engineering and design of a variety of projects, with a primary focus in solid waste management, stormwater management, and other environmental and civil related fields. Mr. Brokaw works closely with SCS’s municipal clients in North Carolina and is currently expanding his services to regional and national clients. He is a Professional Engineer licensed in North Carolina.

Mr. Brokaw works closely with SCS’s municipal clients in North Carolina and is currently expanding his services to regional and national clients. His experience includes landfill operations and grading, air space analysis, permitting, stormwater design, Stormwater Pollution Prevention Plans, and Erosion and Sediment Control Plans. He is a Professional Engineer licensed in North Carolina.
Mr. Brokaw has provided technical and consulting support for various MSW and C&D landfill sites throughout North Carolina, as well as design, recommendations, and submittals for landfill expansions, construction stormwater management and pollution prevention, erosion and sediment control, and permanent stormwater BMPs. He is also experienced in site civil design, which provides services in utility design, grading and stabilization, pavement design, facility layout, site design, and general construction services and Construction Quality Assurance (CQA). Additional experience includes feasibility studies, environmental permitting, site assessments, lake, dam, and stream rehabilitation, environmental remediation, and preparation of various construction bid documents.
