Timothy Flanagan

Tim Flanagan is an SCS Engineers Project Director in our Pleasanton, California, office. Mr. Flanagan is putting his three decades of recycling and solid waste expertise to work for SCS clients and as the current President of SWANA. As the former General Manager of the Monterey Regional Waste Management District, Tim has extensive experience championing and establishing cutting-edge waste reduction and recycling programs. He has directed multi-state domestic and export recycling tonnage marketing and sales efforts through key strategic industry partnerships in the public and private sectors.
Mr. Flanagan has successfully managed multi-million dollar capital improvement projects for construction of new recycling and materials processing facilities, restoration projects, and key public works projects from design through CEQA, permitting, and construction. He is well-known in the waste industry and continues to make significant contributions in North America and globally. He’s accomplished many successful waste diversion and recycling programs and sustainable facilities, including a key role in developing a pilot anaerobic digestion facility that processes food waste and other organics into energy. This facility was the first in California to process organics from the municipal solid waste stream
