SCS professionals are active in, and leaders of industry and professional associations. We organize and participate in workshops and conferences, author and present technical papers, conduct research, and participate in national and state-level legislative and rule-making processes and regulatory policy. Our engineers, environmental consultants, and scientists work in close coordination on environmental solutions.

His technical experience includes management and project experience related to site assessment, RI/FS, environmental monitoring and data management, hazardous waste characterization, regulatory compliance, remediation and management, Brownfields, permitting, NEPA/SEPA, and human health and ecological risk assessment.
Mr. Helland is a Vice President and serves as the Director of our Northwest Operations. His technical experience includes management and project experience related to site assessment, RI/FS, environmental monitoring and data management, hazardous waste characterization, regulatory compliance, remediation and management, Brownfields, permitting, NEPA/SEPA, and human health and ecological risk assessment. Mr. Helland has also served as project director for stormwater compliance, UST management and closure, spill prevention planning, and hazardous waste management/minimization projects.
As Northwest Business Unit Director, Mr. Helland is ultimately responsible for ensuring that all contracts and scopes of work are properly executed, and that clients are provided with the highest quality data and deliverables. He ensures that regular internal project reviews are completed, that clients are kept apprised of progress and any changes, and that the clients’ expectations are satisfied.
Mr. Hatho is a Senior Vice President of SCS Engineers, our Technology Officer/Chief Information Officer, and our National Expert on Technology Services. He is responsible for developing new technologies that collect, monitor and control systems in the field.
Mr. Hatho is a Senior Vice President of SCS Engineers, our Technology Officer/Chief Information Officer, and our National Expert on Technology Services. He is responsible for developing new technologies that collect, monitor and control systems in the field. He has employed new hardware and software not previously utilized in the environmental engineering field. These new technologies help to reduce the costs of running and operating engineering projects, and are now sold as a product to clients. This helped launch a product development organization at SCS known as SCS eTools.
Jay has leveraged hardware, software, and wireless technology to streamline the operations, maintenance, and monitoring of data that is collected at landfills. Landfills and landfill gas in particular, along with other industries must comply with government regulations. Collecting, storing and analyzing compliance data is expensive because traditionally it was time consuming and sometimes dangerous to collect. SCS Technology developed a secure and user-friendly web-based application to identify, collect, track, and report in real-time the data required to meet compliance regulations. The components work wirelessly and are built to last even under extreme weather conditions.
Mr. Hatho also oversees the modernization and standardization of SCS’s IT organization to support the company’s growth. He is responsible for deploying modern technologies to help improve communication throughout the company and for leading the development of software products both internally and for clients.
Prior to joining SCS, Mr. Hatho developed technology platforms and infrastructure for a major online brokerage firm, and served as the director of engineering for a major computer manufacturer. He started large organizations overseas and locally that improved business and helped increase revenues for several companies, and managed multi-million dollar engineering budgets while maintaining strict fiscal controls and disciplines.

Steve Hamilton, REP, is a Senior Vice President and our National Expert on Landfill Gas and Biogas to Energy. He is a Project Director of our SCS Energy Business Unit, which designs, builds, and operates biogas — primarily landfill gas (LFG) and digester-gas-to-energy projects.
SCS Energy has performed over 65 design or design/build biogas-to-energy projects and currently operates/maintains biogas-to-energy projects nationwide. The biogas end-uses include production of Renewable Natural Gas (RNG) from landfills and digesters for injection into natural gas pipelines, electric power generation (reciprocating internal combustion engines, turbines, microturbines, and fuel cells), production of biogas-derived compressed natural gas (CNG) for use as vehicle fuel, and direct-use of biogas in lieu of natural gas at industrial, utility, and institutional facilities.

He has over 30 years of environmental project experience, with particular emphasis in solid waste management. Mr. Hamilton’s project experience ranges from hands-on participation in field and design work to direction of solid waste management projects. This work has involved over 700 projects on more than 350 sites throughout the United States and in Argentina, Brazil, Canada, Chile, China, Colombia, El Salvador, Egypt, India, Jamaica, México, Panama, Poland, and Puerto Rico. His project responsibilities have included solid waste planning; solid waste privatization; landfill siting, design, and operations and closure permits and plans; landfill contamination assessments and remedial actions; landfill leachate monitoring and treatment system design; landfill groundwater and landfill gas (LFG) monitoring programs; landfill Clean Air Act (CAA) permitting and compliance; LFG Clean Development Mechanism (CDM) projects, digester gas and LFG-to-energy (LFGE) recovery feasibility due diligence, studies, and investigations; and the testing, design, installation, and operation of digester gas and LFGE facilities, and LFG migration and emission control systems.
