Mr. Carrico is a Senior Vice President and one of our National Experts on Liquids Management. He has over 35 years of experience with SCS Field Services (a division of SCS Engineers) in the operation, maintenance, and monitoring (OM&M) of landfill gas (LFG) management systems. This experience has ranged from hands-on, technical fieldwork to management of field teams performing routine and non-routine LFG system operations and maintenance. Mr. Carrico is also the Assistant Director of our OM&M Division.

    • Mr. Carrico is a Senior Vice President and one of our National Experts on Liquids Management. He has over 35 years of experience with SCS Field Services (a division of SCS Engineers) in the operation, maintenance, and monitoring (OM&M) of landfill gas (LFG) management systems. This experience has ranged from hands-on, technical fieldwork to management of field teams performing routine and non-routine LFG system operations and maintenance. Mr. Carrico has written and prepared site-specific O&M manuals, site assessment and investigation reports, and routine project status reports. Mr. Carrico is also the Assistant Director of our OM&M Division.
      As the Assistant Office Director for SCS Field Services’ Operation, Monitoring and Maintenance Business Unit, Mr. Carrico provides leadership and management of the Business Unit’s Eastern United States operations, including some 100 employees working on over 250 projects. These projects represent a variety of different LFG control and recovery systems for both regulatory compliance and energy use, including vertical and horizontal gas extraction, air injection, open and enclosed flaring systems, electronic gas detection systems, and remote LFG data collection. Mr. Carrico’s experience provides SCS-FS with a practical, hands-on management capability for a wide range of projects.
      His past projects include the Medley Landfill in Medley, FL; the Old Dominion and King and Queen Landfills near Richmond, VA; the East Carolina Landfill in Aulander, NC; the Prince William County Landfill near Manassas, VA; the Brunswick Landfill in Lawrenceville, VA; and the Stafford County Landfill in Stafford, VA. These projects represent a variety of different LFG control and recovery systems for both regulatory compliance and energy use, including vertical and horizontal gas extraction, air injection, open and enclosed flaring systems, electronic gas detection systems, and remote LFG data collection. Mr. Carrico’s experience provides SCS-FS with a practical, hands-on management capability for a wide range of projects.
      Concurrent with project management responsibilities, Mr. Carrico helped develop SCSeTools® for compiling, reporting, and using collected data for operations and investment. Other relevant experience has included conducting LFG training seminars for employees and clients, and participation as an instructor and presenter in LFG industry seminars and symposiums.

Mr. Carrillo is the Director of SCS’s Remote Monitoring and Control (RMC) systems and is SCS’s National Expert on RMC. He has nearly 20 years of experience in groundwater control and monitoring systems (GWCMS), water supply systems (WSS), solid waste and landfill gas (LFG) management, including remote monitoring, Supervisory Control and Data Acquisition (SCADA), control systems, and the operation and maintenance (O&M) of LFG collection and treatment systems (LFGCCSs).

    • Mr. Carrillo is the Director of SCS’s Remote Monitoring and Control (RMC) systems and is SCS’s National Expert on RMC. He has nearly 20 years of experience in groundwater control and monitoring systems (GWCMS), water supply systems (WSS), solid waste and landfill gas (LFG) management, including remote monitoring, Supervisory Control and Data Acquisition (SCADA), control systems, and the operation and maintenance (O&M) of LFG collection and treatment systems (LFGCCSs).
      Mr. Carrillo has managed all aspects of LFGCCSs, including wellfields and flares, and LFG-to-energy (LFGE) controls, design, O&M, and construction management. His unique combination of field operations management experience and control systems technical expertise adds tremendous value to any SCS team assigned to an OM&M project.
      Mr. Carrillo has designed over 110 remote monitoring and SCADA systems that had comprehensive control logic (Programmable Logic Controllers [PLCs]) and Human Machine Interface (HMI) capabilities. He understands the complex issues that must be addressed to optimize LFG system performance and to maintain regulatory compliance. He has performed, installed, and repaired LFG control systems, and has been responsible for implementing upgrades to computer and communication systems vital to compliance management. This has included troubleshooting system components, coordinating with field technical personnel, interfacing with vendors and landfill operations personnel, ordering materials and equipment, and overseeing LFGCCS repairs and upgrades.

He has nearly three decades of professional and project management experience in engineering with a concentration in environmental and energy engineering. Mr. Cooke works within SCS’s Liquids Management initiative to provide services to our clients nationwide.

      Mr. Cooke is a licensed professional engineer in Wisconsin, Illinois, Indiana and Colorado. He earned a bachelor of science in chemical engineering, a master’s of business administration and is a Certified Energy Manager through the Association of Energy Engineers.
