Coal Combustion Residuals – Liner CQA for 14-Acre Coal Combustion Residue Landfill Cell, Confidential Client, Central Texas

SCS Engineers was retained to perform construction quality assurance (CQA) and related services for a 14-acre cell handling fly ash, bottom ash and other non-hazardous solid waste from a 900-MW pulverized coal power plant in central Texas. Consistent with the requirements of the Texas Commission on Environmental Quality, this liner system included a three-foot compacted clay liner and one-foot protective cover.

Additionally, the cell construction included a geosynthetic leachate collection system and related piping. SCS also compiled a Liner Evaluation Report, consistent with project specifications.

Related engineering services provided by SCS included the following:

  • CQA services and certification report for the construction of a building foundation, which included lime-stabilized soils
  • Peer review of the landfill phasing plan, site operating plan, and surface water management plan
  • Assistance with selection of a leachate collection pump system
