PSM | RMP Waste Management of Alameda County

SCS began working with the Waste Management of Alameda County, Inc. during the design phase of their new Liquefied to Compressed Natural Gas Fueling Station at the Altamont Landfill and Resource Recovery Facility. The fueling process involves converting liquefied natural gas to compressed natural gas, which in turn will be used as a fuel to power solid waste transfer trucks operated by Waste Management.

Our support included conducting three technical studies for the fueling system (Process Hazard Analysis, Offsite Consequence Analysis, and Seismic Assessment), developing the PSM and RMP prevention programs (Operating Procedures, Mechanical Integrity, Process Safety Information, etc.), and preparing the Risk Management Plan submittal to the EPA and the Certified Unified Program Agency (Alameda County Health Agency). SCS worked with the Alameda County Health Agency on behalf of Waste Management to ensure meeting all of the County’s requirements in the RMP submission.
