se their residential recycling programs as a result. This webinar will discuss recent trends as well as potential solutions being explored by municipalities to maintain their programs.
Vita Quinn, SCS Engineers. Ms. Quinn’s utility experience includes cost apportionment and rate design for solid waste, recycling, stormwater, water, and sewer. She is also skilled in non-ad valorem assessment development and other taxing/fee programs. Other areas of expertise include fiscal impact analysis and bond feasibility analysis. With her superior financial, business, and analytical skills, she provides clients with exemplary consulting, project facilitation, and financial analysis based upon application of sound financial and economic concepts. Her capability with financial modeling, data analysis, and public engagement is enhanced by her strong skills in Microsoft Excel/VBA and PowerPoint and research methodology and techniques.
Vincent Leray, Community Program Coordinator @The Recycling Partnership. During his years at the Tennessee Department of Environment and Conservation, Vincent worked with a wide range of community stakeholders to grow and strengthen their recycling programs through dedicated technical assistance and grant development. Vincent also helped found the TN Materials Marketplace to support the development of local markets for recycled materials. Now as a Community Program Coordinator with The Recycling Partnership, Vincent is combining his passion for community resilience with his knowledge of state and local governments and his experience with grant-making to unlock the potential of recycling programs nationwide.
Cole Rosengren, Senior Editor, Waste Dive (Moderator). Cole is the senior editor of Waste Dive and has been on the team since 2016. Prior to covering the industry, he learned about waste firsthand during more than a decade of restaurant and catering work in multiple cities. Cole earned a BFA from Emerson College and a MA from the CUNY Graduate School of Journalism. He is a born Mainer and proud resident of Somerville, MA, where he hosts the weekly show “Techno Trash” on Boston Free Radio.
