SCS Engineers to Provide Brownfield Environmental Services for Rio Reimagined and Northern Arizona Council of Governments

January 4, 2022

Tempe, AZ – The City of Phoenix and the Northern Arizona Council of Governments is contracting with SCS Engineers, an award-winning environmental consulting firm, to provide Phase 1 and Phase 2 brownfield services.

According to city officials, the Rio Reimagined Project is aspiring to reconnect the community with the Salt River and serve as a catalyst for economic growth and public open space, housing, transportation, workforce development, and environmental stewardship. The Northern Arizona Council of Governments (NACOG) is promoting economic and workforce development and innovative opportunity, fostering effective transportation systems, enhancing and protecting the environment, and balancing resources through sound management of development, according to NACOG.

“SCS has deep experience in brownfields services and understands how to solve their unique environmental complexities,” said Iain Olness, senior project manager. “We admire the local governments across Arizona that are returning these sites into economic drivers for the community.”

Rio Reimagined
SCS will assist the City of Phoenix with performing Phase I and Phase II environmental assessments for the Rio Reimagined Project Area, including sites along the Rio Salado, Agua Fria, and Gila Rivers in the Cities of Tempe, Phoenix, and Avondale. EPA Brownfields Assessment Coalition grant funds fund the development of cleanup plans, area-wide plans and support community outreach activities. All but one of the sites are in economically distressed communities called Qualified Opportunity Zones. Phoenix’s coalition partners are the Cities of Avondale and Tempe, and Arizona State University.

Northern Arizona Council of Governments
EPA coalition assessment grant funds subsidize the Phase I and Phase II environmental site assessments. Assessment activities will focus on priority sites in the City of Winslow, the Town of Camp Verde, Coconino County, and Yavapai County. Coalition partners are the Cities of Flagstaff and Winslow, the Town of Camp Verde, and Coconino and Yavapai Counties.
