Retail Environmental Managment Plan – Costco Wholesale

Costco Wholesale’s Mira Loma, California facility includes a refrigerated warehouse with an ammonia charge in excess of 10,000 pounds. SCS prepared all of the necessary environmental management programs as well as conducted the technical studies ensuring that the following risk and safety regulations were satisfied in time for Costco to charge the system with ammonia:

  • EPA’s Risk Management Program (40 CFR Part 68)
  • Cal-OSHA’s Process Safety Management Program (29 CFR 1910.119)
  • California Accidental Release Prevention (CalARP) Program Level 3

Riverside County was the administrating agency responsible for overseeing the preparation of the CalARP Program 3. The program documentation was approved by Riverside County.

SCS continues to support Costco Wholesale facilities at locations across the county. Costco’s compliance support includes:

  • Annual SOP and Program Implementation Reviews
  • Process Hazard Analysis Five-Year Revalidations
  • EPA RMP Five-Year Resubmittals
  • Various Management of Change Projects
  • Assistance during OSHA / EPA Inspections (On-site, appeals, follow-up)
