Berkeley County Solid Waste Management Facility, Moncks Corner, SC
The Berkeley County Solid Waste Management Facility includes an active municipal solid waste and construction and demolition landfill located in Moncks Corner, SC. The Facility is owned and operated by Berkeley County Water and Sanitation. Berkeley County retained SCS to design a 10-acre partial closure at the Berkeley County Subtitle D Landfill.
SCS Engineers designed the capping system as an Intermediate Alternative Final Cover System under the RD&D rules in South Carolina. The partial closure capping system includes a ClosureTurf® as the final cover system to control odor, trap more LFG, reduce GHG emissions, and significantly reduce landfill cover maintenance costs.
The capping system includes:
Following installation of the partial closure, the team completed a 24-month long monitoring program. During this period the capping system was monitored for sand infill thickness, the tensile strength of synthetic fibers and geomembrane liner, and settlement or movement of the capping system. At the end of the monitoring period, the South Carolina Department of Health and Environmental Control received a final inspection report showing that the capping system the equivalent of a prescriptive final cover, which the agency approved for use at the facility.
Outcomes and Benefits
The final cover system helped conserve onsite borrow soils, reduce construction costs and greatly reduces post-closure care and maintenance such as mowing. The cover also improves stormwater quality and nearly eliminates the need to clean channels and the stormwater basin. The cover can withstand extreme weather conditions, and the material has a long-life expected to be as long as the post-closure care period.
