The Cumberland County Improvement Authority needed substantial capital improvements to its existing Solid Waste Center facility.
As a key player in the Authority’s financing team, SCS Engineers conducted reviews and assessments on behalf of the County, and prepared and provided various opinions to the investment bankers and potential bondholders regarding the technical and financial feasibility of the project.
Pro-forma modeling was conducted to estimate operating revenues and expenses and the ability of the Authority to meet required bond coverage ratios based on net revenues of the solid waste system. The Authority’s competitive rate structure and liquidity enabled Moody’s to provide a favorable rating.
