SCS Engineers was retained by Adams County to evaluate components of its solid waste management plan (SWMP), including waste export services procurement, assessment of transfer station design and operations, and feasibility evaluation of recycling alternatives.
To address waste export, SCS prepared a bid document for both waste export services and the operation of two county solid waste transfer stations. An evaluation was performed to determine if the facilities were in compliance with applicable codes, standards and regulations.
Under a separate task order, recommendations for the improvement of the County’s recycling programs and utilization of available grant funding were also presented.
