Dave Palmerton, PG, has more than 35 years of experience in environmental consulting in the areas of environmental liability assessment, investigation, remediation, due diligence, and construction quality control. His experience includes consulting to a variety of large commercial, industrial, and academic entities. He also has extensive experience with the energy industry, specifically oil and gas upstream operations. He has managed strategic and technical environmental consulting issues for Fortune 100 companies throughout the United States. Mr. Palmerton is a professional geologist in several states and is also a former Certified Hazardous Materials Manager.
Mr. Palmerton provides senior technical oversight, strategic support, and cost control for large multi-component environmental sites. Consulting assignments have included environmental science-based investigations, including soil, sediment, groundwater, and dense non-aqueous phase (DNAPL) investigations and remediation at some of the nation’s most high-profile sites. He also provides litigation support regarding contaminant transport, hydrogeology, geology, geographic information systems, and hazardous waste remediation.
His knowledge of federal and state regulatory requirements has resulted in successful negotiations with regulatory agencies on the behalf of several clients.
He has managed and performed numerous Phase I, Phase II, due diligence, and remediation projects, including a solar farm geotechnical and environmental projects. He has managed the closure of large oil fields, plugged over 1,000 oil and gas wells, deconstructed oil and gas pipelines and facilities, and performed remediation of petroleum contaminated soil and groundwater.

Mr. Parra is a Senior Project Professional in our Tracer division. He began his career in ammonia refrigeration shortly after obtaining his degree working at Polar Brewery in Venezuela as an Engineering Services Mechanical Maintenance Analyst. Polar Brewery utilizes an ammonia refrigeration system containing 150,000 pounds of ammonia and is one of Latin America’s largest breweries by volume. After several years of working in Venezuela he relocated to the United States where he continued to work with ammonia refrigeration on a 99,000-pound system at Unilever Ice Cream North America in Henderson, NV as an Engineering Services Maintenance Supervisor. He had responsibilities that included managing the facility refrigeration system, related PSM/RMP Programs and Nevada’s Chemical Accident Prevention Program (CAPP).
Prior to joining SCS Tracer environmental Juan worked for Lineage Logistics as the Engineering / Maintenance Manager for their 700,000 sf. cold storage facility in Mira Loma, CA. Once again his key responsibilities included managing the facility’s ammonia refrigeration system, PSM/RMP programs and California Accidental Release Prevention (CalARP) program. He additionally managed environmental and safety programs, budgeted and executed capital projects, prepared and managed budgets, achieved significant energy savings, among others.
Navin Patel is a Project Professional with our Remote Monitoring & Control Services (RMC) Group. He is an engineering leader with experience managing projects and developing new products. He has been awarded nine patents and has a passion for developing new and innovative products.

Many of these projects involve evaluation of environmental impacts, and monitoring and compliance for both closed and active solid/hazardous waste management facilities, including establishing monitoring systems, preparing monitoring and compliance plans, performing ongoing monitoring through sample collection and analysis, evaluation of field and laboratory analysis results, and preparation of regulatory compliance reports for detection monitoring, evaluation monitoring, and corrective action implementation and assessment. Mr. Petoyan’s experience has primarily involved landfill gas (LFG) control and recovery; landfill fire containment, control, and emergency response; surface emission monitoring and control; odor detection and management; liquids management, including leachate collection, treatment, and disposal; volatile organic compound (VOC) vapor extraction and disposal; groundwater pump and treat; landfill post-closure monitoring, maintenance, and reporting; data management, validation, and reporting; remote telemetry; compliance auditing; and health and safety program deployment and implementation.

Mr. Petro planned, scoped, designed and managed the construction of capital improvement projects worth millions of dollars for the City of Santa Maria. He managed development and application of over $5M in county, state, and federal grants, and served as project manager for a two-year development of the City of Santa Maria’s first Active Transportation Plan, a multi-disciplinary plan detailing existing city infrastructure, harmonizing the bicycle, pedestrian, ADA and Safe Routes to School plans by analyzing different metrics (e.g. level of traffic stress, land use criteria) for existing and future infrastructure opportunities including accounting for right of way and zoning constraints. Ms. Pyle specializes in risk programs for chemical processes in particular, ammonia refrigeration facilities and water/wastewater treatment facilities. Ms. Pyle has developed EPA Risk Management Program submittal documentation (Risk Management Plans) for dozens of facilities, including developing Executive Summaries detailing each facility’s safety features, management structure, and potential risks associated with the process for EPA review and approval.
Ms. Pyle has worked with industry groups to develop standardized Process Safety Management Programs (PSM) for industry members to ensure compliance with OSHA’s 1910.119 regulation (Cal-OSHA Title 8, §5189). She has also been involved in auditing facility PSM programs. Ms. Pyle’s experience includes all aspects of preparing documentation for PSM and California’s Accidental Release Prevention Program (CalARP) programs. This includes participating in Hazard and Operability Studies as the team leader, quality control, preparing qualitative risk assessments, and conducting off-site consequence analyses. Her vast experience in developing programs for numerous facilities has generated new approaches and innovative methods for managing and implementing individual PSM programs.
