As it does nationwide, Florida’s aspirational 75% recycling goal presents unique challenges and opportunities. Specifically, Florida municipal policymakers and professional staff are wrestling with contamination and changing global commodity markets that affect the financial viability of their recycling programs. SCS Engineers’ Daniel Dietch and Stacey Demers assisted Leon County and the City of Tallahassee to evaluate a range of options for their respective single-stream recycling programs. The analysis revealed that the current financial arrangement and risk allocation between the County, City, and their recyclables processor were the most advantageous when considering all other options.
