The Town of Barnstable (Town) Zoning Board of Appeals (ZBA) received an application from Cape Resources Company to modify an existing yard waste recycling operations at its facility located at 280 Old Falmouth Road, Marstons Mills in Massachusetts. The yard waste recycling operation is located in close proximity to a residential area. Abutting neighbors have registered concerns regarding odors, dust, and noise from the operations at this site. A proposed site plan and a draft best practice management plan were submitted.

The Town ZBA hired SCS to provide a peer review and evaluation of the proposed site plan and best management practice (BMP) plan for Cape Resources. SCS provided comments on the Site Plan and the BMP Plan. SCS also proposed a protocol for the following monitoring:

  • Dust
  • Odor
  • Noise

SCS provided specific equipment and techniques for the monitoring plan. Action levels were also suggested.
