For decades, SCS Engineers has performed various environmental services, including leak detection monitoring, at the SemMaterials LP bulk petroleum storage and distribution terminal. The facility includes 37 aboveground storage tanks (ASTs). The largest tanks have a capacity of 80,000 barrels, and the total storage capacity at the facility is approximately 548,000 barrels. The facility accepts petroleum products from tankers and barges arriving on the James River.
In addition to performing the monthly, quarterly and annual leak detection monitoring as required by Virginia Aboveground Storage Tank (AST) regulations, SCS produces the AST Pollution Prevention Groundwater Monitoring Report for the facility, which is prepared in accordance with the Virginia Department of Environmental Quality (VDEQ), AST Program Groundwater Characterization Study and Groundwater Monitoring Guidelines. The annual report covers monitoring performed during the previous year at the facility.
Additional services SCS performs for the facility include production and updating of the facility’s Integrated Contingency Plan (ICP); secondary containment area volume calculations and floor permeability determinations; monitoring well installation and abandonment; storm water VPDES permitting; storm water pollution prevention plan (SWPPP) preparation; and preparation of Operation and Maintenance (O&M) Manual.
