Solid Waste Feasibility Studies

SCS Engineers conducts environmental feasibility studies to help clients develop and evaluate solid waste management alternatives. The alternatives relate to accomplishing the overall objectives, such as reductions in waste and waste toxicity; the financial impact of managing disposal, operational decisions, or capital expenses; better control over revenue generation or program start-up costs. The process discards options not worthy of further analysis and keeps options that need no remediation.

This process is divided into steps that include establishing remedial action objectives, developing sustainable options, screening alternatives, and detailed analysis.

Analysis involves assessing the effectiveness, viability, cost, and other factors of each alternative. The result is a comparative evaluation of various scenarios that integrate with existing operations and work under different conditions.

  • Establishment of remedial action objectives for each medium, taking into account site-specific factors, the statutory framework, applicable regulatory standards, and community views
  • Development of alternatives for which general response actions are defined; remediation technologies are identified, screened, and evaluated; and technologies are assembled into remediation scenarios
  • Screening of alternatives – a general evaluation of the scenarios from the previous phase of the study to identify the most promising
  • Analysis of alternatives – a detailed evaluation of the most promising alternatives in order to choose the preferred alternative
  • Community outreach, including preparation of fact sheets, questionnaires, and public meetings
  • Contact with regulatory agency staff, including negotiations regarding choices of alternatives
