Mr. Montague is a Vice President of SCS Engineers and a Project Director. He is a Professional Geologist and licensed contractor with nearly two decades of experience in environmental consulting, general contracting, commercial and residential development, and property and asset management. He has performed and reviewed over 500 Phase I environmental site assessments (ESAs), and has completed subsurface investigations, human health risk assessments, removal action work plans, site remediation activities, geotechnical investigations, asbestos and lead-based paint surveys, and asbestos air monitoring.

He has experience interfacing with government agencies to negotiate and resolve issues of potential non-compliance. Mr. Morawski also has experience managing the acquisition of environmental permits (water, air, and waste) and storage tank construction permits. He has conducted field permeability testing of aboveground storage tank containment systems, and soil and water sampling at underground storage tank sites, and modeled data utilizing AutoCAD platforms.
Alan Moreira is a Senior Project Manager with our SCS Energy division. He has over two decades of experience and is managing the execution of a major engineer/procure/construct (EPC) renewable natural gas (RNG) project. Mr. Morrison has also served as a Senior Project Superintendent performing various project management duties, including bid preparation, business proposals, and the onsite coordination and supervision of the installation of landfill gas (LFG) collection systems (including extraction wells, collection piping, leachate recirculation piping, leachate evaporators and flare systems), at landfill locations throughout the U.S. He has more than 20 years of hands-on experience in the installation, operation and maintenance of landfill gas collection systems along with serving as the Operations Manager for a large municipal landfill in Texas.
Mr. Morrison is well trained in LFG collection system design and installation procedures, project CQA, safe work practices, heavy equipment management and operations methods. This expertise significantly enhances his ability to provide effective health and safety services for SCS employees and clients.

Her experience includes environmental due diligence, including Phase I/Phase II assessments, site assessments for leaking underground storage tank projects, installing groundwater monitoring wells, collecting soil and groundwater samples, writing work plans and reports, assisting with remediation, and evaluating data.
She is experienced in conducting Phase I/Phase II assessments for gas stations, as well as a wide variety of properties throughout California, and in Nevada and Arizona.
As a Project Manager, Ms. Morton has overseen numerous Phase I and Phase II site assessments and remediation projects, developing work plans, managing staff and field work, writing and reviewing Phase I and Phase II site assessment reports, developing remediation plans, and interfacing with clients, property owners, and regulatory agencies.
Mr. Moshood is an Associate Professional based in our Raleigh, North Carolina office. He joined SCS on November 1, 2021, and will be responsible for projects in multiple areas, including landfill projects, air, and environmental compliance. Abdul R. Mulla Saleh, PhD, PE, BCEE, has over 25 years of experience in civil and environmental engineering, solid waste management, and infrastructure development. He has conducted complex civil and environmental projects, including new site development and infrastructure projects, master plans for drainage and wastewater, solid waste management, hydrologic and hydraulic studies, flood control structures, pump stations, and roadways.
His experience includes engineering design manager for large-scale civil projects, wastewater master plans, and flood control programs; successful completion of environmental projects including landfill engineering and solid waste management facilities design, sustainable waste management including zero waste and carbon neutral concepts, and technical quality assurance; and siting, designing, permitting, managing, and providing technical guidance for solid waste projects throughout the US and overseas, including lined landfills and transfer stations, landfill closures, groundwater contamination assessment, and remediation plans, drainage systems, and leachate collection and treatment systems.

He has served as an expert witness and provided legal support for landfill permits. Mr. Murray also served as an resident engineer for several landfill facilities in Texas. Responsibilities included project management of permit amendments and modifications, compliance and construction.

Mr. Nelson has worked with utility clients to complete numerous projects for dry CCR landfills, CCR ponds, and general environmental monitoring and compliance. He has been involved with CCR landfill projects that include feasibility analyses and permitting of landfill expansions; hydrogeologic and geotechnical site investigations; site design and operating plans; soil borrow source identification and permitting; liner and final cover construction liner, cover, and storm water management repairs. He has worked with utility clients to evaluate, plan, permit and complete CCR pond repairs and closures.
Mr. Nelson’s environmental monitoring and compliance experience includes groundwater monitoring; oil containment design and construction; and Spill Prevention, Control, and Countermeasure (SPCC) planning. This diverse project experience has provided him the opportunity to work on challenging and innovative projects that have included design and permitting for wetland and stream mitigation, identifying and avoiding former underground mines during site design, and assessing the feasibility of installing a solar photovoltaic system on a closed CCR landfill.

She is experienced in planning, coordinating, analyzing, designing, monitoring, and performing quality control review for a variety of project types. Her areas of expertise include solid waste landfills, slurry trench cutoff walls, shore protection structures, building foundations and floor slabs, pavements, earthen dams, and soil and groundwater remediation systems. Geotechnical analyses include evaluation of soil compaction, permeability, settlement, bearing capacity, and slope stability, as well as selection of geosynthetics for containment, filtration, drainage, and separation applications. Ms. Nelson has an M.S. in Civil and Environmental Engineering.

Chemical contamination encountered in both soil and groundwater media has included petroleum, heavy metals, dioxin, PCBs, and solvents.

His experience includes several front-range and mountainous landfills in Colorado and in other states as described below. Engineering experience includes design of landfill cap and baseliner systems, landfill gas collection and migration systems, produced wastewater evaporation ponds, SPCC Plans, storm water controls, geotechnical and geosynthetic applications, grading plans, environmental monitoring programs, construction certification, mold investigation, aerial photography, and land surveying.

Mr. Nowak has managed environmental compliance and landfill construction quality assurance activities for multiple sites in several states. He has attended numerous public comment meetings and county commissioner meetings where he has prepared and presented various levels of project details for review and approval. Mr. Nuno is a Senior Vice President of SCS and is responsible for Environmental Services in California and Nevada, and manages our Long Beach headquarters office. He has over 30 years of environmental services experience, all with SCS, and extensive expertise in property evaluation and due diligence; site assessment, investigation, and remediation; underground storage tank (UST) assessment, upgrading, removal, and leakage cleanup; and hazardous waste management. He works extensively with regulatory agencies, fully understands regulations pertaining to petroleum hydrocarbons and hazardous waste, and has worked on numerous projects associated with real estate transactions to assess the potential for releases, characterize releases of contaminants to soil, soil vapor, and groundwater, implement remedial measures, and develop cost estimates for assessing and mitigating impacts. An SCS Vice President responsible for Environmental Services in Southern California and Nevada, Mr. Nuno has directed SCS’s contributions to a number of major projects, including construction of the Staples Center and the Phoenix Award-winning Chesterfield Square project, both in Los Angeles, CA.
Ms. O’Brien has over 38 years of experience assisting industrial and commercial clients located throughout the United States with environmental management and compliance programs.
Ms. O’Brien has over 38 years of experience which grew into a long health, safety, and environmental management career. Ann has assisted industrial and commercial clients located throughout the United States with environmental management and compliance programs; including, but not limited to, air and water quality permitting; environmental recordkeeping; reporting and monitoring programs; hazardous waste management; employee environmental health and safety (EHS) training; environmental compliance audits; and Phase I, II, and III environmental site assessments and due diligence associated with real estate transactions and corporate acquisitions. During her tenure as Vice President of Environmental Affairs with a large international printing company, Ann brought several contaminated sites to clean closure. Ann also led an initiative to replace all pollution control systems to energy efficiency technology, and led the environmental due diligence efforts as part of the acquisition of several companies, as well as the closure and sale of numerous printing facilities across the United States, Canada, and Europe.
