Prior to becoming the Business Unit Director, Jeff led the Energy groupÂ’s process engineering division which is responsible for the design of all SCSÂ’s RNG facilities. He provides a wide array of engineering and management services ranging from conceptual to detailed design and implementation.
Jeff has built an execution portfolio of 19 patents and applications and has designed over 50 Renewable Natural Gas processing plants with a combined designed production capacity equivalent to 16% of CaliforniaÂ’s 2021 residential natural gas consumption. This is equivalent to almost one and a half percent of the US residential natural gas consumption, equating to a reduction of over 4.1 million tons of CO2 GHG emissions or 2.1 million tons of coal burned per year. The capacity of the landfill gas to pipeline quality RNG projects that Jeff has supervised or designed totals over 335 MMCFD for landfill gas to RNG, and over 34 MMCFD for dairy digester and municipal WWTP gas to RNG.

She serves on the Seminole County Port Authority Board of Directors and is the former President of the Florida Association of Environmental Professionals, Central Florida Association of Environmental Professionals, and the Metropolitan Environmental Training Alliance.
Dr. Juliette Gutierrez is our National GIS Coordinator. She has substantial experience with geographic information systems (GIS), database management, data warehousing, business intelligence, decision support, project management, systems analysis, design, software development and testing. She has an MBA with an emphasis on Information Management, and a PhD in Information Systems & Technology.
As SCS’s National GIS Coordinator, Dr. Gutierrez is responsible for geographic information system (GIS) environments installation and management, which includes Portal for ArcGIS, ArcGIS Server, ArcGIS for Desktop, ArcSDE, ArcGIS Online, Field Maps, Survey123, and many layers, feature classes, map services, and images. She is tasked with the planning, organization, upgrade, and migration of GIS environments. Additional responsibilities include addressing daily issues and requests for GIS analysis, maps, and data; supporting project and proposal GIS work; writing Python scripts/Jupyter notebooks for automation; and writing SQL for reports and Excel/CSV data exports from the SQL Server. Prior to joining SCS in 2021, she managed the GIS/Database for the Orange County (California) Water District, using Oracle database applications.
Dr. Gutierrez has over three decades of information technology experience, including substantial experience with GIS, database management, data warehousing, business intelligence, decision support, project management, systems analysis and design, and software development and testing. She also has considerable experience designing and developing data warehouses and data marts, and running relational databases on-premise and in the Amazon Web Services (AWS) cloud. Dr. Gutierrez has worked for several large organizations, including Yahoo Search Marketing, Washington Mutual Financial Services, Warner Music Group, Esri, and others as a developer and product engineer.

Throughout his career he has worked on projects for a variety of industries including solid waste management, alternative energy, power generation, meat processing, and agricultural production. His core technical expertise is industrial wastewater and landfill leachate treatment, solid waste landfill design and construction, and civil site development. Mr. Hamm is a licensed professional engineer in Iowa, Kansas, Missouri, Montana, North Dakota, Oklahoma, and Texas.

He has over two decades of environmental engineering consulting experience and formerly led our Landfill Leachate and Industrial Wastewater Treatment initiative. From 1992 through 2008, his previous employment included EMCON, McKenna Environmental, Quality Technical Services, and Ecology and Environment.
Yudex Hasbun, PE, is a Senior Project Manager in our Miami, FL, office. He has three decades of environmental and construction experience in the public and private sectors managing a wide variety of Phase I and II Environmental Site Assessments, site investigations and reporting, hazardous waste management and disposal, environmental permit acquisition, source removals, dewatering projects, and remediation design construction involving large-scale groundwater treatment, soil excavation, and in-situ soil treatment. He is a licensed Professional Engineer in Florida.
Mr. Hasbun is a Senior Project Manager in our Miami, FL, office. He has three decades of environmental and construction experience in the public and private sectors managing a wide variety of Phase I and II Environmental Site Assessments, site investigations and reporting, hazardous waste management and disposal, environmental permit acquisition, source removals, dewatering projects, and remediation design construction involving large-scale groundwater treatment, soil excavation, and in-situ soil treatment. In addition, he provides consulting for environmental and civil construction projects for the Florida Department of Transportation (FDOT) Districts 4 and 6, Miami-Dade Expressway Authority (MDX), South Florida Water Management District (SFWMD), and private clients. He also has experience managing analytical laboratories and conducting Quality Assurance (QA)/Quality Control (QC) audits and implementing QA procedures.

Jay has leveraged hardware, software, and wireless technology to streamline the operations, maintenance, and monitoring of data that is collected at landfills. Landfills and landfill gas in particular, along with other industries must comply with government regulations. Collecting, storing and analyzing compliance data is expensive because traditionally it was time consuming and sometimes dangerous to collect. SCS Technology developed a secure and user-friendly web-based application to identify, collect, track, and report in real-time the data required to meet compliance regulations. The components work wirelessly and are built to last even under extreme weather conditions.
Mr. Hatho also oversees the modernization and standardization of SCS’s IT organization to support the company’s growth. He is responsible for deploying modern technologies to help improve communication throughout the company and for leading the development of software products both internally and for clients.
Prior to joining SCS, Mr. Hatho developed technology platforms and infrastructure for a major online brokerage firm, and served as the director of engineering for a major computer manufacturer. He started large organizations overseas and locally that improved business and helped increase revenues for several companies, and managed multi-million dollar engineering budgets while maintaining strict fiscal controls and disciplines.

He has over 30 years of experience with compliance topics such as air quality permitting, emission inventories, dispersion modeling, health risk assessments, and odor impact assessments. Mr. Hauser is experienced conducting odor studies of composting, landfill, and wastewater treatment plant operations. He has surveyed facilities to identify sources of interest, collected field samples of odorous emissions, developed odor emission profiles based on odor concentrations and odor flow rates, and conducted dispersion modeling to predict odor concentrations at or beyond the facility’s property boundary. He also provides health risk assessments for aerospace, manufacturing, wastewater treatment, and oil and gas facilities.

Mr. Hauser is currently helping clients comply with the greenhouse gas (GHG) regulations including mandatory reporting under California’s AB-32 regulation and EPA’s 40 CFR 98 regulation. In addition, Mr. Hauser supports SCS Tracer’s Risk Management and Safety Group. Within the Risk Group, Mr. Hauser has developed several California Accidental Release Prevention (CalARP) Programs, Risk Management Plans (RMPs), and Process Safety Management (PSM) programs for industrial clientele using acutely hazardous materials. His risk management experience includes preparing piping and instrumentation diagrams (P&IDs) for Hazard and Operability (HAZOP) studies, serving as HAZOP Quality Control and HAZOP Recorder, performing Hazard Analyses and Off-site Consequence Analyses, and developing documentation according to the specific requirements of Administering Agencies.

Mr. Helland is a Vice President and serves as the Director of our Northwest Operations. His technical experience includes management and project experience related to site assessment, RI/FS, environmental monitoring and data management, hazardous waste characterization, regulatory compliance, remediation and management, Brownfields, permitting, NEPA/SEPA, and human health and ecological risk assessment. Mr. Helland has also served as project director for stormwater compliance, UST management and closure, spill prevention planning, and hazardous waste management/minimization projects.
As Northwest Business Unit Director, Mr. Helland is ultimately responsible for ensuring that all contracts and scopes of work are properly executed, and that clients are provided with the highest quality data and deliverables. He ensures that regular internal project reviews are completed, that clients are kept apprised of progress and any changes, and that the clients’ expectations are satisfied.

David Hendron, PE, has over 40 years of experience. He has experience working across the US and in Israel, Columbia, Mexico and Peru. His engineering practice has included major projects involving geotechnical engineering, hydrogeology, surface water hydrology, solid and hazardous waste management, litigation support/expert witness testimony, and regulatory interface with numerous local, state and federal regulatory agencies.
Mr. Hendron has over 40 years of experience. He has experience working across the US and in Israel, Columbia, Mexico and Peru. His engineering practice has included major projects involving geotechnical engineering, hydrogeology (including extensive projects involving groundwater contamination and remediation studies), surface water hydrology, solid and hazardous waste management, litigation support/expert witness testimony, and regulatory interface with numerous local, state and federal regulatory agencies. He has worked on hundreds of varied multi-disciplined projects and has served as the project manager and project director to successfully complete the work to the satisfaction of his clients. Mr. Hendron is an active practitioner of geotechnical and geo-environmental engineering.
Patty Herman provides technical support for mining related projects in southern Illinois, among other projects. She works in diverse and unique habitats, enhancing her awareness of the fragility of the ecosystem and the need to protect it, especially for agencies during the permitting process. Her experience includes writing and executing management plans and permits using her expertise in land management techniques. Ms. Herman has a Master’s degree in Biological Sciences.

During graduate school, she was selected by the Illinois Department of Natural Resources for the Natural Heritage Residency program. The residency provided exposure to resource management in both public and private sectors, and interaction with many federal, state, and local agencies, NGOs, and landowners. Ms. Herman is skilled at finding common ground among stakeholders, agencies, and the public to create safe land management for industrial and manufacturing. She has a Master’s degree in Biological Sciences.
