Jacy’s expertise includes consultation and technical support for policy development, services evaluation, program development, large-venue projects, and municipal bid development and coordination; meeting legislative requirements (AB 2398, AB 1158, and AB 729) through implementation and management; waste assessments; annual reporting; engagement of stakeholders from widely varied sectors and interests to develop consensus related to legislated mandates; and development of the Statewide Carpet Product Stewardship Program. As an Executive Director for recycling services delivery, Jacy provided oversight on municipal contracts, handled community relations, coordinated recycling collection and recycling and composting operations, conducted materials brokering, and managed grants administration, public education, and outreach services. The California Resource Recovery Association designated her Recycler of the Year; an honor granted to individuals who contribute significantly to resource conservation throughout their careers.
