Isabel Aguirre works with various permitting mechanisms, including New Source Review (NSR) permits, permits-by-rule (PBR), and standard permits. She prepares various engineering plans, calculations, surveys, and air compliance and permitting applications and is experienced with Civil3D software to assist in CAD design.
Isabel Aguirre is responsible for assisting with preparation of various engineering plans, calculations, surveys, and air compliance and permitting applications. Ms. Aguirre works with various permitting mechanisms, including New Source Review (NSR) permits, permits-by-rule (PBR), and standard permits. Her experience includes multiple air permitting projects through the ‘standard permit’ and PBR mechanisms; assisting with emissions calculations, preparing site layout maps, completing requisite forms, and regulatory compliance. Additional experience includes Title V operating permits and greenhouse gas reporting projects, as required by U.S. EPA rules. In this capacity, she has in-depth familiarity with the New Source Performance Standards (NSPS) and National Emissions Standards for Hazardous Air Pollutants (NESHAPS) program under 40 CFR 61 and 63; Title V compliance reporting; and emissions inventory reporting. She assists with NSPS Tier 2 sampling and analysis reports.
Ray Al Ayass is responsible for the operations and maintenance of a landfill gas collection and control system as well as the liquids management system for a large landfill. He also manages construction activities and upgrades to the gas system and main headers, and is responsible for the flare station maintenance and modifications.
He has two decades of experience in LFG control and recovery, including flare construction, GCCS construction, non-routine repair, and emergency call-out response. He is responsible for the operations and maintenance of a large landfill’s site gas collection and control system as well as the liquid management system. He oversees many phases of project construction, including development, management, and oversight of field construction, and for preparation and installation of extraction wells, monitoring wells, condensate collection, containment facilities, leachate control and disposal facilities, and blower/flare stations.
Prior experience includes process hazard identification and loss prevention engineering for oil & gas projects.
Laila Al-Khalaf, EIT, provides engineering support services for design, permitting, site inspection, and reporting for solid waste engineering and landfill gas all around the southeast region of the United States. She has a Master’s degree in Environmental Engineering

Jon has delivered dozens of successful civil and water resource projects in the Pacific Northwest, California, and Alaska. Projects have included site civil infrastructure, private and public utility design, hydrologic and hydraulic modeling studies, and design and accreditation of flood control systems.

Ms. Baide has been involved in several Miami International Airport projects conducting environmental oversight activities at various construction projects, participating in the preparation of the Stormwater Pollution Prevention Plan (SWPPP) and conducting internal audits as part of the Environmental Management System. She has prepared reports for submission to environmental regulatory agencies including Groundwater Monitoring Only Reports, Erosion and Sediment Control Plans, Contamination and/or Site Assessment Reports. She has conducted and overseen underground storage tank removals and source removals.

Don Barfield, LEED AP, has nearly two decades of experience as an environmental and sustainability consultant. He has performed over 2,000 environmental site assessments throughout the United States and internationally, including Brownfield Assessments, Phase I & II Environmental Site Assessments, and RCRA Site Assessments and Closure Plans. His experience includes managing numerous due diligence and risk reviews for large acquisitions or mergers within and outside the U.S. He is a LEED Accredited Professional.
Experience includes assessing and developing closure plans for RCRA Regulated Units; removing, assessing, and remediating underground and aboveground storage tanks; brownfield redevelopment; and NEPA and Phase I ESA projects for telecommunications facilities. He has performed and coordinated large (greater than 20,000 acres) environmental site assessments, which included Phase I and II ESAs, wildlife studies, wetland delineations, and archaeological assessments.

He has over 35 years of experience in the construction industry.

Mr. Barham has directed several full service (design/build) projects and has been involved in numerous projects such as Landfill Gas (LFG) collection systems (blower/flare stations, extraction wells, horizontal collection trenches, header lines, and condensate collecting/containment systems); groundwater pump and treat systems (stripping towers, recharge galleries, groundwater wells, deep recharge wells, collection/distribution piping, and pump stations); bio-treatment facilities (containment areas, moisture/nutrient application, and soil mixing); underground storage tanks (excavation, testing, triple rinse, and restoration); soil vapor extraction systems (cat/ox treatment facilities, vapor extraction wells, collection header lines, and air make-up wells).
Prior to joining SCS Field Services, Mr. Barham served as a construction manager for a major general contractor on large hospital and institutional building construction projects.

Her experience includes Phase I Environmental Site Assessments (ESAs) and subsurface investigations assessing constituents of concerns in property transactions for investors, developers, redevelopment agencies, and cities. She is a Professional Engineer licensed in California and a Qualified Industrial Stormwater Practitioner (QISP).
Ms. Barrow is an experienced as an environmental engineer specializing in the environmental assessment, remediation, and compliance. She is a Professional Engineer licensed in California and a Qualified Industrial Stormwater Practitioner (QISP).
Her experience includes Phase I Environmental Site Assessments (ESAs) and subsurface investigations assessing constituents of concerns in property transactions for investors, developers, redevelopment agencies, and cities.
She has experience assessing and remediating properties with soil, soil vapor, and groundwater impacted by petroleum hydrocarbons, chlorinated solvents, heavy metals, and pesticides. After a thorough collection and analysis of data, she prepares technical documents that accurately describe environmental conditions and conform to regulatory agency guidelines. She has written VIRAs, Groundwater Monitoring Reports, Corrective Action Plans (CAPs), Property Mitigation Plans, Soil Management Plans, and Property Closure Reports for many regulatory-driven projects. She has successfully managed many complex site investigations, remediation, and construction projects.

Sites include fuel storage facilities, vehicle maintenance facilities, truck stops, abandoned chemical disposal sites, and superfund sites. Chemical contamination encountered in both soil and groundwater media has included petroleum, heavy metals, petroleum, pesticides, heavy metals, PCBs, and solvents.
Previous experience includes project manager and point of contact for four Florida Department of Transportation contracts, including identifying potential contamination impacts that may affect property acquisition or construction efforts, which allowed the Client to mitigate remedial and design efforts and preserve the production schedule. She also prepared various design change, right of way, and construction advertisement reevaluations, participated in valuation engineering studies, supervised surveying and sampling of numerous bridges for asbestos-containing materials and metal based paint, and conducted numerous Phase I and II assessments. Facilities included agricultural, commercial, industrial, and support facilities (roadways, buildings, stormwater, utilities, etc.).
