Carlo Lebron, PE is a Senior Vice President and the Business Unit Director of the Southeast Region. He has over two decades of experience in a wide variety of environmental projects with particular emphasis on solid waste management. He is a licensed Professional Engineer in Florida, Georgia, Alabama, North Carolina and Puerto Rico. Mr. Lebron is also Vice President of SCS Engineers Puerto Rico PC.

Mr. Lebron has been practicing solid waste engineering since 1999 and has worked on projects in more than half the country. He has experience in landfill gas collection systems and landfill gas to energy projects all across the U.S. He has experience on more than 100 landfill gas projects, including evaluation, design, permitting, construction, operation. He has led a solid waste group that has experience in construction management and oversight of landfill and landfill gas collection systems, soil vapor extraction systems, and other solid waste construction projects. Mr. Lebron has extensive experience with Title V permitting and other regulatory requirements associated with landfill gas collection systems such as NSPS and NESHAP.
Michelle Leonard is a Senior Vice President of SCS Engineers and our National Expert on Solid Waste Planning & Recycling. She has over 35 years of experience in environmental consulting and project management, with emphasis in Sustainable Materials Management, including solid waste management planning and facilities. She helps public and private sector clients prepare solid waste management plans; designs and implements waste reduction, recycling, and reuse programs; and evaluates existing programs to identify opportunities to reduce, reuse, and recycle solid waste. She prepares plans and permits for transfer stations, material recovery facilities (MRFs), and drop-off and buy-back centers.

Ms. Leonard has a strong working knowledge of solid waste management regulations and practices, and has prepared numerous successful projects to city, county, and state regulators.
Ms. Leonard is a member of the Solid Waste Association of North America (SWANA), including International Board Past President; Past Director of SWANA’s Recycling and Special Waste Technical Division; and is on the Board of Directors of SWANA’s Southern California Founding Chapter (2009 to present). She is also a Past Director of the Southern California Waste Management Forum and Past President of the Women’s Environmental Council. She was appointed by the Secretary of Commerce as a Member of the Environmental Technologies Trade Advisory Committee.

He has 25 years of experience in planning, directing, and implementing landfill gas (LFG) and groundwater operation, maintenance, and monitoring (OM&M) and construction projects, particularly related to LFG and groundwater extraction and treatment systems.

Steve Liggins, CPA, is a Senior Vice President and the Chief Financial Officer (CFO) of SCS Engineers. He is responsible for the finance and accounting operations of the company. He is a certified public accountant with 15+ years of experience in related financial positions. Mr. Liggins has a Master’s degree in Taxation from Golden Gate University and a BA in Business Management and Accounting from Western Michigan University, Haworth College of Business.
