Mr. Lebron is the Business Unit Director of SCS Engineers’ Southeast Region (Florida, Georgia, and Alabama). He has broad and diverse experience in solid waste engineering including projects in landfill gas, groundwater, landfill services and solid waste facilities.

    • Mr. Lebron is the Business Unit Director of SCS Engineers’ Southeast Region (Florida, Georgia, and Alabama). He has broad and diverse experience in solid waste engineering including projects in landfill gas, groundwater, landfill services and solid waste facilities. Mr. Lebron has been practicing solid waste engineering since 1999 and has worked on projects in more than half the country. He has experience in landfill gas collection systems and landfill gas to energy projects all across the Country. He has experience on over one hundred landfill gas projects; these include evaluation, design, permitting, construction, operation.
      Mr. Lebron has led a solid waste group that has experience in construction management and oversight of not only landfill and landfill gas collection systems but soil vapor extraction systems and other solid waste construction projects. He has extensive experience with Title V permitting and other regulatory requirements associated with landfill gas collection systems such as NSPS and NESHAP.

Ms. Leonard is a Vice President of SCS Engineers and our National Expert in Solid Waste Planning & Recycling and Sustainability. She has over 30 years of experience in environmental consulting and project management, with emphasis in Sustainable Materials Management, including solid waste management planning and facilities.

    • Michelle Leonard is a Vice President of SCS Engineers and our National Expert in Solid Waste Planning & Recycling and Sustainability. She has over 30 years of experience in sustainable materials management, including environmental consulting and project management with an emphasis on solid waste management planning and facilities. She has assisted public and private sector clients in the preparation of solid waste management plans; designed and implemented waste reduction, recycling, and reuse programs; and evaluated existing programs to identify opportunities to reduce, reuse, and recycle solid waste. Ms. Leonard has prepared plans and permits for transfer stations, material recovery facilities, and drop-off and buy-back centers. As part of these projects, she has completed environmental impact assessments, facility permit applications, odor and dust control plans, and other support documents. Ms. Leonard has a strong working knowledge of solid waste management regulations and practices, and has presented numerous successful projects to city, county, and state regulators.
      Ms. Leonard is a member of the Solid Waste Association of North America (SWANA), including International Board Immediate Past President; Past Director of SWANA’s Recycling and Special Waste Technical Division; and is on the Board of Directors of SWANA’s Southern California Founding Chapter (2009 to present). She is also a Past Director of the Southern California Waste Management Forum and Past President of the Women’s Environmental Council.
