Mr. Harquail is experienced in the operations, maintenance, and monitoring of environmental control systems. He serves as the Northwest Operations Manager for SCS Field Services, the landfill construction, OM&M division of SCS Engineers. Mr. Harquail and his staff are providing OM&M services at 15 active and closed landfills in the Pacific Northwest. Their responsibilities range from routine monitoring and maintenance of landfill gas and groundwater systems, to the operation of flare and leachate evaporation systems.
Mr. Harquail’s experience includes managing and executing environmental compliance, OM&M and remediation field activities. He has also provided oversight and management activities related to contaminated soil and groundwater, the installation and monitoring of groundwater and landfill gas wells, and the skilled management of environmental testing in a shoreline environment. Finally, he is also proficient in the execution and QA oversight of soil management plans at large construction projects, employee and client training in sampling and collection methods, and evaluation and maintenance of monitoring equipment, blowers, flares and ancillary equipment. From 1992 through 2008, his previous employment included EMCON, McKenna Environmental, Quality Technical Services, and Ecology and Environment.
